In short

What is Loss Mitigation Application Processing?

It is the intake side of loss mitigation: collecting the borrower’s hardship package, checking it against the investor’s requirements, telling the borrower in writing what is missing and by when, and getting a complete application to the workout underwriter. Loss Mitigation Application Processing does the reading, checking, clock-keeping and drafting with six agents; the intake specialist confirms and signs.

The problem

Why hardship packages sit incomplete while the clocks run

A family behind on the mortgage sends what they think you need: the mortgage assistance application by fax, pay stubs on the portal, a benefit letter in the mail, a phone call about a son who helps with the payment. The first page starts the Regulation X clocks — five business days, not counting weekends and legal public holidays, to acknowledge it and say exactly what is missing, thirty days to evaluate a complete application — and a foreclosure sale may already be on the calendar.

Most of an intake specialist’s time goes on finding the pages, matching them to the loan, reading each one against a different list for FHA, VA, Fannie Mae and Freddie Mac, and working out the return-by date from the sale. By the time the gaps are known it is day 4 or 5, and a rushed letter that asks for “other documents as needed” does not tell the family what is missing. Every day the package sits incomplete is a day nearer the 38-day line, where completing it no longer stops the sale.

One hardship package, from first fax to the underwriter

Gabriel and Nina Ostrander are 134 days behind on an FHA loan in San Antonio, with a Texas sale planned for Tuesday 1 December. Twenty-one pages arrived on four channels. Here is what happens next, screen by screen, in the working solution.

  1. 01Tue 13 Oct, morning

The package itself, as a ring of what the investor requires

Renata Okafor · Loss mitigation intake lead

Renata opens the Ostrander package: ten items on the FHA list for this household, six green and dated, four red with the gap named at the segment — “Nina’s signature”, “9 Oct stub needed”, “September missing”, “his signed letter”. The centre reads “6 of 10 items in” and “Acknowledge by Fri 16 Oct”, day 2 of 5. Monday was Columbus Day, so it did not count.

“Return by Fri 23 Oct — the last business day before the 38-day line. The letter is due Fri 16 Oct; you can send it today.”

  2. 02Same morning

Every open application, ordered by its nearest legal deadline

Renata Okafor · Loss mitigation intake lead

The clock board holds all 412 open applications: 58 letters due, 64 with a sale date set, 11 within 10 days of the 38-day line. Each row is its own timeline — received, acknowledge, return-by, the 38-day line and the sale. The Ostranders sit fourth: FHA, 6 of 10, letter to sign.

  3. 03As each page landed

Each arrival read the minute it came in

    Intake sorter and document reader

The fax of Thursday 8 October was read in 58 seconds and matched to loan 7104-2286-19; the portal upload in 44 seconds; the mail in 31. The clock strip shows the application was received 54 days before the sale, the 38-day line falls on Saturday 24 October, and the 90-day line passed on 2 September — no appeal right, so the first decision has to be right.

Unmatched pages go to a person with suggested matches — the intake sorter never guesses a loan.

  4. 04Read

The gap shown on the page it is about

    Document reader

Page 4 of the Form 710: Gabriel signed on 7 October; the co-borrower line is blank. The 3 July pay stub is 102 days old, so it is not counted and the 9 October stub is asked for. The August statement from Arroyo Seco Credit Union is in, all 6 pages; September is not. The hardship letter counts Mateo’s $400 a month, so his signed letter is needed.

Never fills in a missing signature, date or number — it reports it with the page.

  5. 05Drafted

Four items in plain words, each with its reason

    Letter writer

The acknowledgment and missing-items letter names each item, whose it is and why: page 4 signed and dated by Nina, Gabriel’s 9 October stub, the September statement “every page, even blank ones”, and Mateo’s signed letter. It explains why 23 October matters for the sale. Renata adds a contribution letter already filled in for Mateo — he only signs and dates it.

The letter writer never writes “other documents as needed”, and never sends without a signature.

  6. 06Day 2 of 5

    Checked, then signed

Renata Okafor · Loss mitigation intake lead

Before she signs, the screen confirms that every item names what and why, the return date is before the 38-day line, the sale date and protection are explained, and the contact is Jordan Mercer. Renata signs as loss mitigation intake lead and sends it by mail, portal and email.

  7. 07Sent Tue 13 Oct 09:42

The letter out three days early, and the call booked

Jordan Mercer · Single point of contact

The ring’s centre now reads “Return by Fri 23 Oct · sent Tue 13 Oct · 10 days left”. Jordan Mercer has a call task to ring Nina at 14:00 with the four items in the letter’s own words. Reminders are set for Friday 16 and Tuesday 20 October.

  8. 08Thu 15 Oct, 19:42

Four files uploaded, and the ring closes

    Nina Ostrander · Borrower

Nina uploads page 4 signed, the 9 October stub, the September statement and Mateo’s signed letter — 8 pages, read in 41 seconds. Each red segment fills in turn. The centre flips to “Complete — evaluate by Sat 14 Nov”: complete 47 days before the sale.

“10 of 10 — complete Thu 15 Oct. Hold sent to counsel 19:44. The package and income summary are built.”

  9. 09Handed off

A package she can decide, not one she has to finish

    Priya Natarajan · Workout underwriter

Priya receives 13 documents, 29 pages, with the decision date of Saturday 14 November and the foreclosure on hold. The income summary names its source on every line: Gabriel $2,017.60, Nina’s Bellmont Mutual disability $1,486.00, Mateo $400.00 — $3,903.60 a month gross. Garza & Whitlow PLLC has the hold: no notice of sale while the evaluation is pending.

“The package builder does not choose an option — Priya runs the FHA waterfall and decides.”

  10. 10For the examiner

Every page in and every letter out, on one log

Ellen Brandt · Servicing compliance officer

The contact log holds 15 events for this loan: each page received and its channel, the credit report Cinderbrook pulled itself, Jordan’s phone note, the letter signed and sent on day 2, the completion and the hold to counsel. It exports as an examiner file.

Built on the engine

6 agents. Each with one job, and hard limits.

Six specialist agents read every page, check it against the investor's list and keep every clock; the intake specialist signs.

Intake sorter

Matches every page from fax, portal, mail, email and phone notes to its loan and document type, splits multi-document faxes, and records the channel and time of receipt — the first page starts the clocks.

  • Never discards a page
  • Never guesses a loan — unmatched pages go to a person with suggested matches
  • Never files a page below 95% match without a person
Document reader

Reads each document: who signed, dates, pay periods, hours, balances, amounts, benefit end dates and page counts. Marks anything blank, stale or partial.

  • Never fills in a missing signature, date or number
  • Cites page and line for every value
Completeness checker

Picks the list from the loan’s investor — FHA, VA, USDA, GSE or portfolio — and expands it for the household: every borrower signs, every earner shows income, anyone else paying toward the home gives a signed letter.

  • Never marks complete without a page for every item
  • Never asks for what the list does not require or the servicer can pull itself
Clock keeper

Counts business days without Saturdays, Sundays and legal public holidays; sets the acknowledge, return-by and 30-day dates and the 37, 45 and 90-day lines from the sale date; tells foreclosure counsel to hold when an application completes in time.

  • Never moves a sale date or a deadline
  • Alerts the lead when a sale is within 45 days
Letter writer

Drafts the acknowledgment and missing-items letter in plain words, item by item — what it is, whose it is, why it is needed and the page it concerns — with the return-by date and why it matters. Pre-fills any letter a contributor must sign.

  • Never sends without a person’s signature
  • Never writes “other documents as needed”
Package builder

When the package is complete, assembles every document in order, computes monthly gross income for each earner, lists the hardship and the dates, and sends it to the assigned underwriter with the decision date.

  • Never chooses or recommends a workout option
  • Every income line names its document
Intake specialist

Confirms and signs; the underwriter decides the option. The agents propose; a named person decides.

Ask in plain words

Ask about any application, item or clock

The intake team can ask in plain words — or tell it what to add to a letter. Nothing is sent until a person signs.

What is still missing from the Ostrander package?

Four of the ten items on the FHA list for this household: Form 710 page 4 (Nina’s signature and date are blank), Gabriel’s 9 Oct pay stub (the 3 Jul stub is 102 days old), the September bank statement (only August is in), and Mateo’s signed letter (his $400 a month is counted). The other six are in and read.

Why is the return-by date Friday 23 October?

Because the sale is set for Tue 1 Dec. The rule stops a sale only if the application is complete more than 37 days before it — that line falls on Sat 24 Oct. Friday 23 Oct is the last business day before it, and it still gives the family 10 days, more than the 7-day minimum in Settings. The 30-day date (Sat 7 Nov) would have been too late to protect them.

Which applications cross the 38-day line this week?

Three on the board have a sale set: Thomas Hadley (VA) — line passed Sat 10 Oct, sale 17 Nov, counsel asked to postpone; Joseph Mbeki (FHA) — line Sat 24 Oct, 2 items, return by Tue 20 Oct; the Ostranders (FHA) — line Sat 24 Oct, 4 items. Eleven of the 64 incomplete applications with a sale are within 10 days of their line.

Add a ready-to-sign letter for Mateo to the Ostrander notice

Done. I added a contribution letter filled in with Mateo’s name, the address and $400 a month — he only signs and dates it. Item 4 of the letter now says it is enclosed. Nothing is sent until you sign.

Questions

What loss mitigation teams ask us.

How does it know what a complete application is for each investor?

It works from your own investor lists for FHA, VA, USDA, the GSEs and your portfolio, built from each servicing guide and reviewed by compliance. The completeness checker picks the list from the loan’s investor and expands it for the household — every borrower signs, every earner shows income, anyone else paying toward the home gives a signed letter.

How does it keep the Regulation X clocks?

The clock keeper starts the clocks from the first page received and counts business days without Saturdays, Sundays and legal public holidays. It sets the acknowledgment date, a return-by date at the earliest remaining milestone (never fewer than 7 days out), the 30-day evaluation date and the 37, 45 and 90-day lines from the sale date.

Does it send letters to borrowers on its own?

No. The letter writer drafts the acknowledgment and missing-items letter; the intake specialist signs it, and when a sale is within 45 days the intake lead signs and the director is told. The letter names every item and its reason — never “other documents as needed”.

Does it choose the workout option?

No. When the package is complete, the package builder assembles the documents and an income summary that names the source of every line, and sends it to the workout underwriter with the decision date. The underwriter decides the option.

What happens to the foreclosure when an application completes?

When an application completes more than 37 days before a sale, the clock keeper tells foreclosure counsel to hold the notice of sale while the application is evaluated. Agents never move a sale date or a deadline themselves.

Can we set our own calendar, staleness rules and reminders?

Yes. The business-day calendar, acknowledgment target, return-by rule, pay stub and bank statement staleness, reminder days, the call from the single point of contact, letter channels and approvals are all settings, versioned and on the log.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements — your investor lists, letter templates and a sample of past applications — and it goes live once every quality gate has passed. We will walk you through it on your own hardship packages first.
