What is Vehicle Title and Lien Management?

Software that follows every financed car from the dealer’s title application to a lien recorded on the state’s title, and works the exceptions in between. Vehicle Title and Lien Management matches every state lien notice and title to its contract, ages each car against its state’s normal time, traces exceptions to their cause and drafts the dealer and state letters for a person to approve.

The problem

Why missing liens are found at repossession, not at funding

A lender’s security in a car exists only once its lien is on the state’s title record. Getting it there depends on the dealer filing the title application on time, on a county or state motor-vehicle office processing it, and on an electronic lien notice — or a paper title — coming back. Every state does it differently: its own forms, its own ELT program, its own processing times and its own correction route.

So the title team works the gaps one VIN at a time, from an aging spreadsheet, the ELT provider’s portal and the county sites, and emails the dealer. Root causes — a dealer’s title clerk leaving, a wrong lienholder name — stay invisible until dozens of VINs share them, and the missing lien surfaces at the worst moment: a repossession, a payoff, a trade-in or a bankruptcy filing, when a lien perfected late can be set aside and the loan becomes unsecured.

One dealer, 23 cars with no lien

Monday 12 October at Tamarack Auto Credit: 186,420 financed cars in 31 states, 1,186 of them past 30 days without a recorded lien. Here is the morning, screen by screen, in the working solution.

  1. 0106:02

The title pipeline, after the nightly match

Keisha Morrow · Title operations lead

Keisha opens on the work itself: 2,313 cars waiting for the dealer to file, 1,957 at the county, 1,397 with the state and 653 paper titles still to come in, against 180,100 titles held. Each state’s lane is aged against that state’s own normal — Texas 19 days, Florida 16, Oklahoma’s paper titles 38. Overnight, seven cars and dealers lifted out on the right, each with the chase already drafted.

“A car that crosses its state’s 90th percentile, or 90 days, lifts out on the right with the chase already drafted.”

The aging board points at one dealer

Keisha Morrow · Title operations lead

By who has to act: 451 cars at 31–45 days, 291 at 46–60, 303 at 61–90 and 141 over 90. One row stands out — Sandoval Auto Plaza in Fort Worth, 23 open liens, 13 of them already at 61–90 days.

Exception ager: “23 cars from one dealer past Texas’s normal 19 days — one cause likely, not 23.”

  3. 03Opened

Sandoval Auto Plaza: 23 cars, no Texas lien notice

Keisha Morrow · Title operations lead

Funded 15 Jul – 28 Aug, $642,180 financed. The oldest is at 89 days; two reach the 90-day repurchase point this week. One car, Darnell Price’s Silverado, is already in recovery. The first and second letters went out, and nothing came back.

  4. 04One click

    “Trace 23 contracts”

    The agents

Six agents read each retail installment contract, search the Texas lien notices since 15 Jul by VIN, read the title records and county notices they find, and apply the Texas rules. Each step shows what it found as it runs.

“0 of 23 VINs have a lien notice · 6 VINs show a title issued to the buyer with no lienholder.”

  5. 0558 seconds later

    Three causes, one root cause

    Exception ager

14 never filed, 16–60 days past the dealer’s 30-day deadline ($357,940). 6 titled to the buyer without the lien — the lienholder section of Form 130-U left blank ($195,340). 3 rejected by Tarrant County for a missing odometer disclosure or signature and never resubmitted ($88,900). Every application since 10 Jul left out Tamarack’s lienholder details — the week Elena Ruiz noted the dealer’s title clerk had left.

“Before that, 97% of their filings carried the lien on time.”

  6. 06Then

    The car that matters most

Keisha Morrow · Title operations lead

Darnell Price’s 2021 Chevrolet Silverado 1500 LT, $38,940 financed: Texas issued title 03319871254 to the buyer on 21 Aug with no lienholder. The first payment, due 14 Aug, was never made, and recovery asked for a repossession on 9 Oct. The timeline runs from sale to the 90-day point on Wed 14 Oct, and three options wait: a repurchase demand, a corrected Form 130-U, or a note to recovery.

“A repossessed car without the lien cannot be sold with a clean title.”

  7. 07Drafted

One letter for 23 VINs, the repurchase demand on top

    Letter drafter

Keisha puts the Silverado first. Under the dealer agreement §7.2 the letter drafter adds a repurchase demand for the payoff of $40,339 to the Sandoval letter, which lists every VIN with what it needs — a corrected Form 130-U with the lien, a first filing, or a fix for Tarrant County — due 26 Oct.

Because it includes a repurchase demand, the letter needs two approvals.

  8. 08Approve and send

Approved by two people, then sent

Keisha Morrow · Title operations lead

Keisha approves the dealer letter to Sandoval Auto Plaza — 23 VINs, due 26 October — with her name and password. The repurchase demand for $40,339 then goes to Elena Ruiz, the dealer relationship manager; once she co-approves, the letter goes out through the dealer portal and email. Every car stays on watch until Texas records the lien, and the letter drafter follows up on 27 Oct for anything still open.

“Your approval, the time and the letter are written to the audit trail.”

  9. 09Replay the week

A Florida car reaches 90 days and lifts out

    Exception ager

Back on the pipeline, Keisha replays Mon 5 – Mon 12 Oct. Carmen Alvarez’s 2020 Hyundai Tucson SEL ages in the Florida lane — filed on time at Escambia County on 3 Aug, no Florida lien notice since — until day 90, when it lifts out. The 90-day escalation to Gulf Breeze Motors went at 06:02 under the standing rule Keisha approved on 1 Oct, filing receipt due 19 Oct.

“Lien not recorded — dealer escalation sent.”

Built on the engine

6 agents. Each with one job, and hard limits.

Six specialist agents age every car against its state's normal time, lift out the outliers and draft the chase; the title operations lead approves.

Contract reader

Reads each funded retail installment contract — VIN, buyer, sale date, state, dealer, lienholder — and starts the state’s clock.

  • Never edits a contract record — reports differences
  • Cites the page for every field
Lien notice matcher

Each night matches every state electronic lien notice and title message to its contract by VIN, and flags a wrong lienholder name, a VIN mismatch or a title issued without a lien.

  • Never marks a lien recorded without the state’s notice or the title
  • Never matches on VIN alone when the make differs
Title document reader

Reads paper titles, state title records and county rejection notices — title number, owner, every lienholder and its position, brands, odometer and the reason for a rejection.

  • Never accepts a title that does not show Tamarack as first lienholder
State title rules checker

Applies each state’s deadline, forms, electronic lien enrolment and correction route to every car, and keeps each state’s normal time to lien — the median and the 90th percentile — current every week.

  • Never guesses a rule it does not have — asks the title lead
  • Rule changes need the title lead’s review
Exception ager

Ages every car against its state’s normal time to lien, lifts out the outliers, finds causes shared across a dealer or a state, and routes each to its owner — flagging any car in recovery, payoff or bankruptcy at once.

  • Never closes an exception without the recorded lien
Letter drafter

Drafts dealer letters, repurchase demands and state correction requests, grouped by dealer, with every VIN, what it needs and the record that shows it.

  • Never sends without a person’s approval — one by one, or the single standing rule the title lead signed for 90-day escalations
  • Repurchase demands need two approvals
Title operations lead

Approves every letter; relationship manager co-approves repurchase. The agents propose; a named person decides.

Ask in plain words

Ask about any car, dealer or state

The title team can ask in plain words — by buyer, dealer or VIN — or tell it which letter to draft. Answers point to the record behind them.

Why do 23 Sandoval cars have no lien?

Since 10 Jul every application Sandoval Auto Plaza filed left out Tamarack’s lienholder details — the week their title clerk left. Of the 23 cars, 6 were titled to the buyer without our lien ($195,340), 14 were never filed, 16–60 days late ($357,940), and 3 were rejected by Tarrant County and not resubmitted ($88,900). Two reach 90 days this week, when the dealer agreement allows a repurchase demand.

Which cars in recovery have no lien recorded?

Three: Darnell Price’s 2021 Silverado, titled without our lien (88 days); Kendra Mills’s 2019 Fusion, Oklahoma paper title not received (132 days); and Gary Whitfield’s 2018 Wrangler, where the Florida notice names the wrong lienholder (123 days). Recovery should not send any of them to auction until the lien is on the title.

Put the Silverado first and draft a repurchase demand

Done. Darnell Price’s Silverado was titled on 21 Aug with no lien, the first payment was never made, and it reaches 90 days on Wed 14 Oct. Under the dealer agreement §7.2 I drafted a repurchase demand to Sandoval for the payoff of $40,339 and added it to the top of their letter. It needs your approval and Elena Ruiz’s.

How are we doing on 30-day lien perfection?

August’s cars: 90.6% had a recorded lien within 30 days of funding, against a 95% target; July was 89.7%. 1,186 cars are past 30 days today — 141 over 90 days, $3.86M financed. The July dip is mostly Sandoval Auto Plaza and Redbud Motor Co.’s paper titles.

Questions

What title and dealer-funding teams ask us.

What is vehicle title and lien management software?

Software that follows every financed car from the dealer’s title application to a lien recorded on the state’s title, and works the exceptions in between. Vehicle Title and Lien Management matches every state lien notice and title to its contract, ages each car against its state’s normal time, traces exceptions to their cause and drafts the dealer and state letters for a person to approve.

How does it decide a car is late?

Not with one rule for every state. It keeps each state’s median and 90th-percentile time from funding to lien, recomputed weekly from the last 60 days, and lifts a car out when it crosses its own state’s line — Florida at 31 days, Texas at 34, Oklahoma at 62 — and again at 90 days. An exception opens at 30 days without a recorded lien.

Does it work with electronic lien and title (ELT) and paper titles?

Yes. It reads the lien notices and title messages from the states’ ELT programs each night and matches them by VIN, and it reads scanned paper titles from your vault for the paper-title states. Both count as recorded only when they show your lienholder name as first lienholder.

How does it find the cause behind a dealer’s missing liens?

It traces every VIN: the contract, the state’s lien notices, any title issued and any county rejection notice. Then it looks for a cause shared across the dealer’s cars — in the working solution, every application one dealer filed since 10 Jul left out the lienholder details, the week its title clerk left.

Does it send letters on its own?

Not without a person. The letter drafter drafts; the title operations lead approves every letter, one by one or routine first letters in bulk. The one exception is the 90-day dealer escalation, sent from one template under a standing rule the title lead signed, and each of those sends is on the audit trail. Repurchase demands also need the relationship manager’s approval.

What happens when a car in recovery has no lien?

It is flagged before the repossession assignment, the auction or a payoff release, and held from auction until the lien is on the title or the dealer repurchases. The person deciding sees the options side by side: a repurchase demand under the dealer agreement, a corrected title application, or a note to recovery.

Can we set our own clocks, cadence and approvers?

Yes. When an exception opens, the dealer filing deadline, when a car lifts out, how normal times are computed, the letter cadence, the repurchase point, the lienholder name, the ELT lienholder IDs by state and who approves are all settings. Changes are versioned and on the audit trail.

How long does it take to go live?
