In short

What is Certificate of Insurance Issuance?

Software that takes a certificate request from the holder, checks what it asks for against the insured's policies, and issues the certificate — usually an ACORD 25 — to the holder. Certificate of Insurance Issuance adds agents that read the contract, match every insurance requirement to the policy's own form, edition and schedule, and draft the certificate and the messages that close any gap.

The problem

Why a contract-driven certificate takes days — and carries E&O exposure

Contractors, landlords, lenders and event venues ask for certificates every day, and more and more of those requests arrive with a contract attached. Exhibit C wants $2M per-project aggregate, additional insured on ongoing and completed operations, primary and non-contributory, waivers on every line and 30 days' notice. A certificate specialist reads the exhibit, opens the policy, hunts for the endorsements and types the ACORD 25 — while the job site waits.

The check is usually done from memory and from the boxes on last year's certificate. But a “Y” in SUBR WVD is the agency's statement, not proof: if the WC 00 03 13 schedules a different job, the certificate promises a waiver the policy does not give. In New York, Ins. Law §502(c) says a certificate shall not amend, extend or alter coverage, and states that adopted the NCOIL model act say much the same. A wrong “Y” is also how agencies end up in E&O claims — and the gap is often found by the general contractor's compliance team, not by the agency.

One certificate, from the holder's email to issued

Monday, 08:12. Halvorsen Turner Builders emails a 46-page HVAC subcontract and asks for a certificate for Cobalt Ridge Mechanical before it mobilises on the Marlowe Street Medical Pavilion. Here is what happens next, screen by screen, in the working solution.

  1. 0108:12

The request lands — already checked

    Dana Whitfield · Certificate specialist

Dana's queue shows 146 requests today. CR-26-18842 is from Megan Szabo at Halvorsen Turner Builders: subcontract HTB-2611-14, $2,184,000, mobilising 2 Nov 2026. By the time Dana opens it, the checklist reads 12 requirements — 10 met, 1 not on the policy, 1 needs a person — and the certificate on the right is stamped “Will not fill”.

“Fills when row 10 and row 11 are green or overridden.”

  2. 0208:12 → 08:14

Nine steps, each one in view

    The agents

The request reader matched the holder — 14 certificates since 2023 — and Cobalt Ridge's four policies. The contract requirement extractor found Exhibit C on pages 38–41. The policy evidence matcher read the limits on four policies and the wording of 31 forms, and flagged two rows. The certificate drafter held the draft.

“WC 00 03 13 schedules one finished job only — row 10 is red.”

  3. 03Pages 38–41

Exhibit C, one row per requirement

    Contract requirement extractor

Every requirement is highlighted in the subcontract itself, with a margin note giving its row and the form that meets it: CG 25 03 05 09 for the per-project aggregate, CG 20 38 04 13 for ongoing operations, CG 20 37 04 13 for completed operations. Two additional insureds are named — Halvorsen Turner Builders LLC and the owner, Larch Hollow Health System, Inc.

It never adds a requirement the contract does not state, and cites clause and page for every row.

  4. 04Row by row

Matched to the wording, not to a checkbox

    Policy evidence matcher

Primary and non-contributory is met by CG 20 01 04 13 because its own condition — agreed in writing in a contract — is satisfied by §C.3(c). CG 20 38 04 13 is accepted for “CG 20 10 04 13 or an equivalent form” because its wording covers Halvorsen Turner and reaches the owner as an “other party”. Each row shows the contract clause and the endorsement text side by side.

  5. 05Row 10

The comp waiver names another job

    Policy evidence matcher

Exhibit C §C.4 asks for a waiver of subrogation on workers' compensation for the contractor and the owner. Tappan Mutual's WC 00 03 13 schedules Halvorsen Turner Builders LLC for Pierce Avenue Lab, Port Chester — job 2025-07 — only. Marlowe Street is not scheduled, Larch Hollow is not named and there is no blanket wording. The row is red.

“The certificate cannot show ‘Y’ for workers’ comp.”

  6. 0608:14

Three messages, drafted — none sent

    Gap notice writer

To Colleen Barros, underwriter at Tappan Mutual: a blanket WC 00 03 13 “any person or organization with whom the insured has agreed in a written contract”, effective 12 Oct 2026, at 2% of the $91,800 New York premium — $1,836. To Teresa Vance at Cobalt Ridge, the same in plain words. To Megan Szabo, what the certificate can and cannot say.

The gap notice writer drafts; a person sends.

  7. 0709:12 → 10:58

    Sent, agreed, endorsed

    Dana Whitfield · Luis Ortega

Dana sends the request at 09:12. At 09:31 Luis Ortega, the account manager, records Teresa Vance's consent to the $1,836 premium. At 10:58 Tappan Mutual returns WC 00 03 13 (blanket), effective 12 Oct 2026. Dana attaches it and re-checks; row 10 turns green.

  8. 08Row 11

An override, with a reason on file

    Dana Whitfield · Certificate specialist

§C.6 asks for 30 days' notice of cancellation to the contractor, and no policy gives notice to a certificate holder. Dana overrides the amber row: standard wording, holder told. Her reason is recorded on the certificate's file and Renée Caldwell, the service team lead, sees it.

“It cannot promise 30 days’ notice: N.Y. Ins. Law §502(c) says a certificate shall not amend, extend or alter coverage.”

  9. 0912 of 12

    The certificate fills

    Certificate drafter

With 11 rows met and 1 overridden, the ACORD 25 fills field by field: insurers A to C, policy numbers and limits, “Y” in ADDL INSD and SUBR WVD, and a description of operations that names every endorsement by form and edition — never “per contract”.

  10. 1011:46

    Issued the same morning

    Dana Whitfield · Certificate specialist

Dana issues AV-26-77462, signed in her name, to the holder portal and Megan Szabo's email, with the nine endorsements attached. It is 3 h 34 min after the request. The certificate goes into the register, with re-issues set for 1 Jan and 1 Mar 2027.

“Signed as Dana Whitfield. 12 rows behind it, 1 overridden with a reason. The register re-issues it at renewal.”

Built on the engine

6 agents. Each with one job, and hard limits.

Six agents match every contract requirement to the policy's own wording; a certificate specialist overrides with a reason and issues.

Request reader

Reads requests from email, the client portal and compliance networks; finds the insured, the holder, the project and the attachments, and marks renewals of an identical certificate for re-issue.

  • Never creates a holder without a match check
  • Never issues anything
Contract requirement extractor

Finds the insurance exhibit in a contract, lease or permit and lists every requirement — coverage, limit, form and edition, party, duration, wording — with the clause it comes from.

  • Cites clause and page for every row
  • Never adds a requirement the contract does not state
Policy evidence matcher

Matches each requirement to the declarations or the endorsement wording — form, edition, schedule and conditions — using the accepted equivalents in Settings.

  • Never marks a row green from a prior certificate's checkbox
  • Every row cites the policy page or form
  • Marks a row amber, not green, when the contract asks for something a certificate may not promise
Certificate drafter

Fills the ACORD 25 from green and overridden rows only, and writes the description of operations by form and edition.

  • A red row can never become a “Y”
  • Standard cancellation wording only
  • Never writes wording that amends, extends or alters coverage
Gap notice writer

Drafts the message that closes each red or amber row: the endorsement request to the carrier underwriter, the note to the insured with the cost, the reply to the holder.

  • Never sends — a person sends
  • Never quotes a premium without the carrier's rate
Register keeper

Logs every certificate with the rows behind it, re-issues identical certificates at renewal and tells holders when a policy cancels.

  • Never re-issues a certificate whose rows changed
Certificate specialist

Overrides with a reason and issues. The agents propose; a named person decides.

Ask in plain words

Ask about any request, requirement or form

Specialists and account managers ask in plain words — about a row, a form number, a holder, or what to tell them. Every answer cites the contract, the policy or the rule.

Why won’t the certificate show the workers’ comp waiver?

Because the policy does not give it yet. Exhibit C asks Cobalt Ridge to waive subrogation for Halvorsen Turner and Larch Hollow Health System on workers’ compensation. The WC 00 03 13 on Tappan Mutual’s policy names Halvorsen Turner for one finished job — Pierce Avenue Lab, job 2025-07 — and does not name the owner. A “Y” in SUBR WVD would promise more than the policy gives. The drafted request asks for a blanket endorsement: about $1,836, 2% of the $91,800 New York premium.

Is CG 20 38 good enough where the contract asks for CG 20 10?

Yes, for this contract. Exhibit C accepts “CG 20 10 04 13 or an equivalent form”. CG 20 38 04 13 has the same ongoing-operations grant and the same “caused, in whole or in part” trigger, and it also covers any other party the insured is required to add by the written construction agreement — which is how Larch Hollow Health System is covered. Renée Caldwell approved it as an equivalent on 14 Mar 2026.

What do I tell Halvorsen Turner about 30 days’ notice?

That the certificate cannot promise it. §C.6 asks for 30 days’ written notice to the contractor; none of the four policies gives notice to a certificate holder, and New York says a certificate may not amend, extend or alter coverage. The reply to Megan Szabo is drafted: standard wording on the certificate, and a call within one business day if any policy is cancelled.

Which Halvorsen Turner certificates must be re-issued before the project ends?

Four, all tied to renewals before August 2027: AV-26-77441 for Northline Glass & Glazing (1 Jan 2027), AV-26-77433 for Pruitt Fire Protection (1 Mar 2027), AV-26-77302 for Cobalt Ridge Mechanical (1 Mar 2027) and AV-26-77462 for Cobalt Ridge at Marlowe Street (1 Jan 2027). Each goes out on its own if the renewed policy carries the same forms; a changed row comes back to you.

Questions

What certificate teams ask us.

What is certificate of insurance issuance software?

Software that takes a certificate request from the holder, checks what it asks for against the insured's policies, and issues the certificate — usually an ACORD 25 — to the holder. Certificate of Insurance Issuance adds agents that read the contract, match every insurance requirement to the policy's own form, edition and schedule, and draft the certificate and the messages that close any gap.

How does it check a contract's insurance requirements?

The contract requirement extractor lists every requirement in the exhibit with its clause and page. The policy evidence matcher matches each one to the declarations or the endorsement wording and tests the endorsement's conditions — a scheduled job, a named party, “where required by written contract”. Each row is green, red or amber.

Can it issue a certificate that shows more than the policy gives?

No. The certificate fills only from green or overridden rows, and a red row can never become a “Y”. It can be issued only as the policy reads, with a gap notice. Cancellation wording stays standard, and the description of operations names endorsements by form and edition.

Does it handle additional insured, primary and non-contributory and waiver of subrogation?

Yes — those are most of the rows. In the working solution it matches CG 20 38, CG 20 37, CG 20 01, CG 24 04, the auto endorsements and WC 00 03 13 to the contract's wording. An “or equivalent” is decided once, in an accepted-equivalents table the team lead keeps.

What happens when the policy doesn't meet the contract?

The gap notice writer drafts the endorsement request to the carrier underwriter with the form wanted and the premium basis, a note to the insured with the cost, and a reply to the holder. A specialist sends them; buying the endorsement needs the account manager and the insured's consent.

Does it re-issue certificates at renewal?

Yes. The register keeper re-issues a certificate on its own only when every row is unchanged on the renewed policy; any changed row comes back to a person. When a policy cancels, holders are told as the policy requires.

Do people stay in control?

Yes. Agents read, match and draft; a certificate specialist issues every contract-driven certificate. Amber rows are overridden only with a reason the service team lead sees, and nothing is sent to a carrier, insured or holder without a person.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements — your certificate rules, accepted equivalents and a sample of past requests with their contracts — and it goes live once every quality gate has passed. We will walk you through it on your own requests first.
