What is Cancellation & Nonrenewal Compliance?

Making sure every cancellation, nonrenewal, premium-change and reinstatement notice meets its state's rules: mailed enough days before the effective date, for a reason the state allows, with the required wording, to everyone who must get a copy, and with proof of mailing on file. Cancellation & Nonrenewal Compliance checks every notice in the mail run against those rules before it prints.

The problem

Why a cancellation or nonrenewal notice goes out wrong

Every state sets its own clock for each notice type. Florida needs 45 days before a commercial nonrenewal and 120 for residential property; Texas needs 60 for a homeowners nonrenewal; California 75; New York wants commercial nonrenewals and conditional renewals inside a 60–120 day window. Each state also limits the reasons you may give and sets its own wording, and the notice must reach the insured, the agent and every mortgagee, with proof of mailing on file.

Today the print vendor takes the batch every afternoon and a specialist spot-checks a handful of notices; the rest go out on the policy system's own rules, which rarely know a moratorium ZIP code or a missing wording line. After a wildfire or a storm a regulator can freeze nonrenewals in named areas overnight. A short notice found after mailing can extend coverage at the expiring premium, and a notice without a permitted ground can become a market conduct finding.

One mail run, from checked to printed

Monday 12 October at Kestrel Point Insurance Group, a fictional carrier writing personal and commercial lines in Florida, Texas, California and New York. The run prints at 16:00. Here is what happens before it does, screen by screen.

  1. 0113:42

Every notice in the run, as a clock

Dana Whitfield · Cancellation & reinstatement lead

Dana opens the clock wall: 1,184 notices in today's run, banded by state — Florida 498, Texas 341, California 212, New York 133. Each ring is one notice; a full ring is the days its state requires, the arc is the days it gives from today's mailing to its effective date. The agents checked the run at 13:31: 1,162 pass, and 22 were pulled out and wait for her, with 2 h 18 min to the print cut-off.

Clock checker: “Measured 1,184 clocks · 10 short, 2 too early · 50 pass with under 3 days to spare.”

  2. 02First stop

“Florida needs 45 days, this gives 30.”

    Clock checker

Mangrove Key Marina & Boatyard, LLC, commercial package CPP 4471902, premium $148,320. The nonrenewal mails 12 Oct and takes effect 11 Nov: 30 days. Leon Prescott decided on 28 Sep; the referral waited in a queue until 9 Oct, and the last safe mailing day was 27 Sep. The rule card says it in plain words, and the statute opens with the text highlighted.

If it goes out anyway: “the policy stays in force until 45 days after the notice is given, at the expiring premium.”

  3. 03One decision

Re-date it, and it still mails today

Dana Whitfield · Cancellation & reinstatement lead

A late notice would extend coverage anyway, so Dana re-dates. The notice mails today with an effective date of 26 Nov 2026 — 45 of 45 days required, 15 more days at the expiring premium, $6,095.34. Because an effective date moves, compliance co-signs.

“Moving an effective date is co-signed by compliance. Marcus Oyelaran is on duty and will be asked now.”

  4. 04Co-signed

Co-signed, cleared, and back in the run

    Marcus Oyelaran · Compliance analyst

Marcus co-signs and the clock closes at 45 of 45; the counts move to 1,163 pass and 21 undecided. The notice file shows the letter stamped Cleared, with margin notes pinned to the lines they check: the re-dated effective date, the coverage extension, the reason stated and allowed, the Florida wording, and copies to the agent, Clay Haddon at Tarpon Bay Insurance Agency, and the mortgagee, Gulfshore Community Bank.

  5. 05Too early

A New York conditional renewal, 140 days out

    Clock checker

Hudson Millwork Co.'s conditional renewal on CPP 4490336 expires 1 Mar 2027. New York wants commercial conditional renewals mailed 60 to 120 days ahead, and this one is 140 days ahead — mailed with this week's renewals. The ring overruns in amber; the proposal is to hold it and mail on 1 Nov.

“New York allows 60–120 days, this gives 140.”

  6. 06Same check

Five nonrenewals inside a wildfire moratorium

    Moratorium watcher

The moratorium watcher holds five California homeowners nonrenewals for wildfire risk in ZIPs 93254, 93454 and 93420. California Bulletin 2026-01, issued after the Gifford Fire, bars wildfire-risk nonrenewals in those ZIPs until 23 Dec 2026. Three nonpayment cancellations in the same ZIPs pass with a note, because the order covers wildfire-risk nonrenewals, not nonpayment. The watcher reads bulletins and emergency orders from five regulators every night at 02:10; last night's check found no new orders.

  7. 07Before the cut-off

The agents' proposals for the rest

Dana Whitfield · Cancellation & reinstatement lead

For the 21 still open, Dana reviews the proposed fix for each: re-date the short ones to their earliest compliant date, hold Hudson Millwork and mail on 1 Nov, return the Whitcombe and Adeyemi notices to the underwriter, add the Home Insurance Finder notice to the Lindgren nonrenewal, hold the moratorium notices until the order ends.

  8. 08Released

Nothing prints until every stop is decided

Dana Whitfield · Cancellation & reinstatement lead

With every stopped notice decided, the run is released: 1,175 notices at 16:00, 9 held back, PS Form 3877 firm sheets for every notice and copies to agents and mortgagees. Dana signs the release, with Marcus's co-signatures on file.

“Hold the whole run while any stopped notice is undecided” — on in Settings.

  9. 09After the run

Every notice matched to its proof of mailing

    Mailing proof matcher

The print vendor returns today's PS Form 3877 firm sheets at 18:00, and the matcher reconciles every line overnight. Friday's run shows the result: at 08:05 this morning, 1,207 of 1,207 notices matched on 41 firm sheets, each with an Intelligent Mail scan, plus 402 agent copies and 233 mortgagee copies. Four came back; Elena Gutierrez's was returned “moved, left no address”, so today's notice goes to her new address from the post office file.

Built on the engine

6 agents. Each with one job, and hard limits.

Five specialist agents check every notice's clock, reason, wording, moratorium and mailing; a cancellation lead decides each stop.

Notice reader

Reads every queued notice and its transaction: type, line, reason, mailing and effective dates, policy age, addressees and the form number and edition, citing the page for every field.

  • Never guesses a date — a missing or unreadable date stops the notice
  • Cites the page for every field
Clock checker

Counts the days from mailing to the effective date and measures them against the state's minimum — and maximum, where the state sets a window — for that notice type, line and policy age; proposes the earliest compliant date.

  • Never moves a date — a person re-dates, and compliance co-signs
  • Cites the statute on every pass and stop
Reason and wording checker

Checks the reason is one the state allows at that policy age and specific enough, checks required wording such as California's Home Insurance Finder notice and New York's loss-information line, and checks the form is the filed edition.

  • Never rewrites an underwriter's reason — it suggests
  • Never approves a form
Moratorium watcher

Reads bulletins, emergency orders and press releases from CA CDI, FL OIR, TX TDI, NY DFS and LA LDI every night, maps the ZIPs, counties and parishes, holds notices in scope and notes those out of scope.

  • Never releases a held notice
  • Never decides an ambiguous order — it asks compliance
Mailing proof matcher

Before the run, checks every mortgagee and loss payee is on the copy list and the address has not been returned; after it, matches each notice to its PS Form 3877 firm-sheet line and Intelligent Mail scan and lists gaps by policy.

  • Never marks a notice mailed without a postal record
Reinstatement reviewer

Compares the payment postmark and amount with the cancellation date, the lapse and the no-loss statement, and proposes reinstate, reinstate with lapse, or decline.

  • Never reinstates — a cancellation lead decides
Cancellation lead

Decides stopped notices and reinstatements; compliance co-signs moved dates. The agents propose; a named person decides.

Ask in plain words

Ask about any notice, in plain words

Anyone on the team can ask about a notice, a state's clock, a moratorium or a reinstatement — or say what to change. Every answer cites its rule.

Why did Mangrove Key Marina's nonrenewal stop?

Because it is short. It mails today and takes effect on 11 Nov: 30 days. Florida needs 45 for a commercial nonrenewal. Leon Prescott decided on 28 Sep; the last safe mailing day was 27 Sep. If it went out as is, coverage would run until 45 days after mailing anyway — so re-dating to 26 Nov costs nothing extra: 15 days at the expiring premium, $6,095.34.

Which notices are in a moratorium area?

Five California homeowners nonrenewals for wildfire risk, in ZIPs 93254, 93454 and 93420, all named in the Gifford Fire order, Bulletin 2026-01, in force to 23 Dec 2026. All five are held. Three nonpayment cancellations in the same ZIPs pass: the order covers wildfire-risk nonrenewals, not nonpayment.

When can the Hudson Millwork conditional renewal be mailed?

From 1 Nov to 31 Dec 2026. It expires on 1 Mar 2027 and New York wants commercial conditional renewals mailed 60 to 120 days ahead. Today is 140 days ahead, so it is too early. The suggestion is to hold it and mail on 1 Nov.

Re-date every short notice to its earliest compliant date

Done for the ones still open. Each now mails today with exactly its state's days — Florida 45, 120, 20 and 10; Texas 60; California 75 and 10; New York 45. Marcus Oyelaran co-signed the moved dates, and they rejoin the run.

Questions

What cancellation and compliance teams ask us.

What is cancellation and nonrenewal compliance?

Making sure every cancellation, nonrenewal, premium-change and reinstatement notice meets its state's rules: mailed enough days before the effective date, for a reason the state allows, with the required wording, to everyone who must get a copy, and with proof of mailing on file. Cancellation & Nonrenewal Compliance checks every notice in the mail run against those rules before it prints.

How does it check nonrenewal notice requirements by state?

The clock checker counts the days from mailing to the effective date and compares them with the state's minimum — and maximum, where there is a window — for that notice type, line and policy age. The reason and wording checker checks the reason, the required wording and the filed form. Every pass and stop cites the statute.

Does it handle moratoriums on cancellations and nonrenewals?

Yes. The moratorium watcher reads regulator bulletins and emergency orders every night, maps the ZIP codes, counties or parishes they name, and holds notices in scope. Notices in the area but outside the order — nonpayment under a wildfire-risk order, for example — pass with a note. When an order is ambiguous, it asks compliance.

What happens to a notice that fails?

It stops red, leaves the run and sits beside a rule card that says the requirement in plain words, what happens if it goes out anyway, and the fix. A cancellation lead decides: re-date, hold, fix the wording, return it to the underwriter, or release it unchanged with a compliance signature.

Does it keep proof of mailing for an exam?

Every notice is matched to its certificate of mailing line (PS Form 3877 firm sheet) and an Intelligent Mail scan, with agent and mortgagee copies counted and returned mail listed. You can open the proof-of-notice file for any policy or export the run for an exam.

Do people stay in control?

Yes. Agents propose; people decide. Agents never move a date, rewrite a reason, release a moratorium hold or reinstate a policy, nothing prints while a stopped notice is undecided, and a moved date or an unchanged release needs compliance's co-signature.

Can it review reinstatement requests?

The reinstatement reviewer compares the payment postmark with the cancellation date, the lapse and the no-loss statement, and proposes reinstate, reinstate with lapse, or decline, with its reason. A cancellation lead approves or declines each one.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements and documents — your state rules, notice forms and a sample of past mail runs — and it goes live once every quality gate has passed. We will walk you through it on your own notices first.
