A hybrid postal address is an ISO 20022 address in which the Town Name and the Country sit in their own structured elements and the remaining detail, typically the street line, may be carried in up to two free-text Address Lines of 70 characters each. It is the middle of three layouts: fully unstructured (free text only), hybrid, and fully structured (every part in its own element, no free text at all). Networks are retiring the first, accept the second and prefer the third. For a bank cleaning its client and beneficiary master, the choice is made address by address, and the honest rule is simple: structure everything you can prove, and use hybrid only for what you cannot. That is the default in Botminds' ISO 20022 Structured Address Remediation, which splits each address into fields, proves them and shows a person the ones it cannot.

What is a hybrid postal address?
It is the layout the industry agreed as a bridge between free text and full structure. The Bank of England, which wrote the most precise public definition when it set its CHAPS rules, puts it this way: "A hybrid address must include the Town Name and Country elements, but it will also allow the (unstructured) ‘AddressLine’ element to be included, subject to a maximum of two occurrences, with up to 70 characters permitted within each occurrence" (Bank of England, policy statement, 2024). Fedwire's description of its end-state format matches it: at least the country code and town name, and up to two free-format lines of 70 characters (Fedwire ISO 20022 format FAQ).
The format comes out of the cross-border market practice work. The CPMI developed its harmonised ISO 20022 data requirements with the Payments Market Practice Group (PMPG), and its data model says that, beyond the required Country and Town Name and the recommended Post Code, further address information "may be provided in dedicated structured ISO 20022 elements and/or in up to two occurrences of the free-formatted Address Line element" (CPMI, 2023, Table A2.1). That sentence is the hybrid address in the CPMI's words. Searches for the "PMPG hybrid postal address" land on the same rule.
What is the difference between hybrid and fully structured addresses?
One element: the Address Line. "A fully structured address cannot contain the (unstructured) ‘AddressLine’ element" (Bank of England), so every part of it, from street and building number to post code, district and country subdivision, sits in its own element. A hybrid address may use Address Lines for the parts that are not structured. Both need Town Name and Country.
What each layout gives the bank, and what it costs to produce
Hybrid postal address: Up to two Address Lines of 70 characters.
Fully structured address: None.
Hybrid postal address: Town Name and Country.
Fully structured address: Town Name and Country.
Hybrid postal address: Town and country exactly; the street only as text.
Fully structured address: Every part: street, building, post code, district, town, country.
Hybrid postal address: A proven town and country; the rest can stay as it was keyed.
Fully structured address: Every part split and proven, which is hardest for streets, buildings and districts.
Hybrid postal address: Cross-border and CHAPS now; Fedwire main parties only from November 2027.
Fully structured address: Accepted on each rail this guide covers, including Fedwire today.
Regulators prefer full structure and say why they tolerate less. The Bank of England "encourages fully structured addresses, although we recognise the challenges of converting address data – especially those elements at a more disaggregated level than Town Name – to a fully structured format". The CPMI's requirement makes the same trade: structured wherever feasible, a free-text line only "if necessary" (CPMI, 2026).
Can you mix structured and unstructured address data?
Only in the defined way that hybrid allows, and not at all on Fedwire's main parties today. A hybrid address is a mix by design: two named elements plus free text. What no layout allows is saying the same thing twice. The Bank of England's rule is the bluntest in print: "data present in structured elements within the Postal Address must not, under any circumstances, be repeated in the (unstructured) ‘AddressLine’ element". An address with SHEFFIELD in Town Name and "SHEFFIELD S3 8NH" in a line breaks it.
Fedwire's current, interim rules for the debtor, creditor and their agents go further: an address is either structured or unstructured, never a combination (Fedwire ISO 20022 format FAQ). Different parties in one message may use different layouts; the Fed's own pacs.008 example uses the interim format for the main parties and requires the hybrid one for the ultimate debtor and ultimate creditor.
How long can an address line be?
Seventy characters in a hybrid address, and two lines at most. The fully unstructured layout it replaces allows three lines of 35: "A fully unstructured postal address uses only the Address Line element. Three occurrences of the AddressLine element with up to 35 characters are permitted" (Bank of England). The underlying ISO 20022 element allows seven lines; the CPMI's data model cuts that to two. Europe's T2 set out to do the same for November 2026, moving Address Line from up to three occurrences to up to two and making Town Name and Country mandatory in every postal address, before a fast-track change reopened the door to fully unstructured addresses for a limited period (T2 change request T2-0188).
The arithmetic catches people out. Three lines of 35 hold 105 characters; two lines of 70 hold 140, but only after the town, post code and country have been lifted out into their own elements. A long address can still fail. In the solution's sample data, 97 addresses were too long for a hybrid layout: as hybrid they would need more than two lines or a line over 70, while the fully structured layout fits because each part has its own element.
When hybrid is the wrong fallback: too long for two lines of 70

Which address format does Fedwire accept, and which do cross-border messages accept?
Fedwire accepts structured or unstructured for its main parties today and will accept hybrid from its November 2027 release, when the unstructured format is to be removed. "From now until the November 2027 release is implemented, the Fedwire Funds Service will only support unstructured and structured postal address formats for key parties/agents (e.g., Debtor, Creditor, Creditor Agent, Debtor Agent)" (November 2027 release FAQ). The Fedwire delay guide traces how that date moved.
Which layout each rail takes, before and after its address release
| Rail | Fully unstructured | Hybrid | Fully structured |
|---|---|---|---|
| Fedwire, main parties, until the November 2027 release | Accepted | Not supported | Accepted, and encouraged |
| Fedwire, main parties, after the release | To be removed | Accepted | Accepted |
| Fedwire, ultimate debtor and creditor | Not accepted | Required format | Within the hybrid rules |
| Cross-border (Swift network) | Still accepted while the release is delayed | Accepted | Accepted, preferred |
| CHAPS | To be rejected; the Bank of England expects November 2027 | Accepted | Accepted, encouraged |
| T2 (euro) | Allowed for a limited period after November 2026 | Accepted | Accepted |
When should a bank send a hybrid address?
When the town and country can be proven and the street cannot, and the rail accepts it. That situation is common: an industrial estate known by its name, a plot number with no street, a free-zone lot, a rural address where the "street" is a description. Forcing those into Street Name and Building Number creates structure that looks precise and is not. A hybrid address states what is known in elements and leaves the rest as the payee wrote it.
Hybrid is the wrong choice when the parts can be proven, because it gives screening less to work with, and when the rail does not yet accept it. At the fictional bank in the solution's sample data, the address policy reads "prefer fully structured; hybrid only when the street cannot be proven", and of the 1,900 addresses in one approved batch, 1,644 went out fully structured and 256 hybrid. The field-to-source map shows which source can prove a street, and which cannot.

Five rules that catch a bad hybrid address
Most hybrid addresses that fail do so for one of a handful of reasons, and each can be tested before a payment is built. The list below is the check a rules engine, or a careful analyst, applies to every hybrid proposal.
A hybrid postal address passes only if all five hold
- Town Name and Country are present and structured
The country as a code, and the town as the town, not a district or a region.
- No more than two Address Lines
A third line means the address should be fully structured or shortened by structuring more.
- No line longer than 70 characters
Count after transliteration into the payment character set: an expanded umlaut adds a letter.
- Nothing repeated between elements and lines
A town or post code already structured must not appear again in a line.
- The rail accepts hybrid for this party
Not Fedwire’s debtor, creditor or their agents before the November 2027 release.
Hybrid in ISO 20022 Structured Address Remediation: proven parts in elements, the rest as text

Four sample payees, four different answers
The choice is easiest to see on real shapes of address. Four fictional payees from the solution's sample data show the range.
Holloway Brothers Fabrication, Sheffield. The master holds "14 MILL LANE SHEFFIELD S3 8NH UK". Every part is proven, at 98% confidence in the sample batch, so it goes out fully structured: street, building number, post code, town, country. Hybrid here would throw away structure the bank already has.
Thanh Phat Fasteners, Ho Chi Minh City. The master holds a lot number in an export processing zone. The town and country are certain; "LOT C4, TAN THUAN EXPORT PROCESSING ZONE" is not a street and a building number, and splitting it into those elements would invent precision. Hybrid is the honest layout: town and country structured, the lot description in one line, where the rail accepts it. The agents prove that hybrid form at 93%.
Kessler GmbH, Munich. The address is a post box: POSTFACH 12 04 33, 80331 MUENCHEN. There is no street to prove and none is needed, because ISO 20022 has a Post Box element. The address is fully structured with an empty Street Name, which is not the same as a missing one: the empty element carries the reason.
Gulf Horizon Marine Services, Dubai. The free text is long. As a hybrid address it would need more than two lines or a line over 70 characters; fully structured, each part has room. Here hybrid is not the easy fallback but the one layout that fails, and a person confirms the split.
What should the master store: hybrid or fields?
Fields. A master that stores each address as elements, with the free-text remainder kept separately, can produce a fully structured address for Fedwire today, a hybrid one cross-border, and the legacy lines for any channel that still needs them. A master that stores a hybrid address as it would be sent has to be re-parsed the day a rail's rules change, which is exactly what the delayed dates of 2026 and 2027 will keep doing. The layout belongs to the message; the master should hold the parts and the source that proved each.
Questions people ask
Is a hybrid address the same as a structured address?
No. A hybrid address is partly structured: Town Name and Country, and any other parts the bank chooses, in elements, with up to two free-text lines. A fully structured address has no free-text line. Both meet the cross-border minimum.
Can the post code go in the Address Line of a hybrid address?
The post code is recommended as a structured element, not required, so it can be left in the line, but it must then not also appear in Post Code. The Bank of England's rule forbids repeating any structured data in an Address Line "under any circumstances".
Is hybrid going away later?
The Bank of England's stated policy is that eventually only structured data should be used for addresses, and Fedwire calls hybrid its "end-state" format. No network that this guide cites has published a date for removing hybrid.
Do we need a hybrid address if we identify the bank by BIC?
For a financial institution identified by its BIC, Fedwire does not require a name and address at all. The address rules matter most for the debtor, the creditor and the ultimate parties, who are people and companies.
What does PMPG have to do with the hybrid postal address?
The Payments Market Practice Group is the industry body that worked with the CPMI on the harmonised ISO 20022 data requirements, and the hybrid layout comes from that market practice work. The BIS cites PMPG alongside Swift as the source of the structured or hybrid address rule for cross-border messages.
