What is Call Report Instructions Search?

Call Report Instructions Search lets reporting staff ask Call Report and FR Y-9C questions in plain words and get the line, cited to the Call Report instructions and FAQs. Each answer comes in three short layers: the instruction passage with its page and revision date, what changed since in the supplemental instructions, and how the bank reported the same thing before. When the three disagree, or nothing answers, the question goes to the Policy Lead.

The problem

Why a question on the Call Report instructions costs a day in the filing window

The Call Report instructions answer most questions, but the answer sits in four places with four dates: the FFIEC instruction book, each page printed with its own revision date such as RC-C-20a (12-24), the quarterly supplemental instructions, the FAQs, and the bank's own accounting position memos. The report is due 30 days after the quarter ends, and no extensions are granted. So preparers in the business lines search PDFs, email the policy lead in the last week of the window, or copy what was done last quarter.

The risk is the line chosen from memory. Leases to municipalities go in item 8 because the lessee is a municipality, when item 8 says “other than leases”. A memo still sends capital call facilities to private equity funds to item 4, though the instruction page revised in December 2024 names them in item 9.a. Nobody compares the page's date with the memo's, the same question is answered three ways by three people, and nothing records what a preparer was told. A misplaced line is an amended Call Report, an edit explanation that does not hold, and a finding on the reporting controls.

Our estimate, not a measurement.

One question on the form, from asked to approved

Corvane National Bank, a $92 billion regional bank, is on day 22 of the Q3 2026 filing window; the FFIEC 031 is due Friday, Oct 30. Here is one morning, screen by screen, in the working solution.

  1. 01Thursday, 09:42

“Where do we report the $240M of leases to municipalities?”

Marcus Oyelaran · Line-of-Business Finance Preparer

Equipment Finance holds 312 leases to 87 lessees: counties, school districts, transit and water authorities, $240.6 million of net investment at Sep 30 in general ledger accounts 14520 and 14525. Marcus types the question in plain words, on the FFIEC 031 for Q3 2026. The agents' plan streams as they work: the Answer agent searches 1,410 pages and finds 9 passages, then the Change, Precedent and Mapping agents and the citation check each report what they found.

“The agents are working. Nothing is shown until every layer is cited.”

  2. 0234 seconds later

Item 10.b, All other leases. Not item 8.

    Answer agent

One verdict line: report it in Schedule RC-C, Part I, item 10.b, All other leases, in column A, and in the item 10 total in column B. Chips say all three agree, confidence 0.97, 7 sources, corpus 2026-Q3 v2. On the form beside it, 10.b is lit and item 8, the line people pick because the lessee is a municipality, is struck with the sentence that rules it out.

“Not here: item 8 says ‘other than leases’.”

  3. 03One click on a citation

The instruction page, quoted exactly, with its date

    Change agent

Every citation opens the page itself: RC-C-20a (12-24), revised December 2024, with “Include all leases to states and political subdivisions in the U.S. in this item.” highlighted. The second layer says what changed since: the page was last revised before Corvane's memo, and the March, June and September 2026 supplemental instructions do not mention item 10. No change.

    “Quoted exactly · Citation check.”

  4. 0409:44

The bank's own precedent, then saved to the working papers

Marcus Oyelaran · Line-of-Business Finance Preparer

The third layer is Corvane's memo PM-2025-031 v1, approved by Gareth Lindqvist on Dec 15, 2025, and what was filed in item 10.b: $228.4M in Q4 2025, $231.9M in Q1 2026 and $236.2M in Q2 2026. The ledger check shows accounts 14520 and 14525 mapped to RC-C 10.b and HC-C 10.b, up $4.4M on Q2. Marcus saves the answer to WP-RCC-26Q3, the RC-C working papers, with the source versions it rested on.

  5. 0510:04

When the memo and the instruction disagree, the answer says so

Dana Whitcomb · Regulatory Reporting Analyst

Dana asks whether the $1.18 billion of capital call facilities to 41 private equity funds still go in item 4, as memo PM-2023-019 says. Item 9.a, page RC-C-17 (12-24), now names them, and Corvane has filed them in item 9.a since Q4 2024, but the memo, approved in March 2023, was never changed. The verdict line is replaced by one plain sentence, at confidence 0.62.

“The three sources disagree. The instruction says item 9.a; memo PM-2023-019 says item 4; Corvane has filed item 9.a since Q4 2024.”

  6. 0610:05

Packaged for the Policy Lead, with a clock

    Routing agent

The Routing agent sends the question to Renata Kowalczyk with the three passages and the filed values from Q4 2024 to Q2 2026. Inside the filing window her clock is one business day: due Oct 23, 12:00. Two minutes later it marks Q-26Q3-0436, on subscription lines, as a likely duplicate. Her queue holds 9 open questions; 3 are past 75% of their clock, and the manager has been told.

  7. 07The ruling

She rules once, with a reason code, for both questions

Renata Kowalczyk · Regulatory Reporting Policy Lead

Renata sees the three sources side by side and edits the drafted ruling: RC-C item 9.a and Memorandum item 10.c, and on the FR Y-9C, Schedule HC-C item 9.a. She picks RL-03, “Instruction changed; memo updated”, and applies it to the duplicate too. Nothing filed changes. The Memo agent drafts PM-2023-019 v2 as a redline.

The Routing agent never rules, and the Memo agent never approves or publishes.

  8. 08Maker and checker

The manager approves v2; the maker cannot

Gareth Lindqvist · Regulatory Reporting Manager

The redline strikes item 4, Commercial and industrial loans, and inserts item 9.a and Memorandum item 10.c, with the basis quoted from RC-C-17 (12-24) and ledger account 13310 now mapped to item 9.a. Acting as Renata, the Approve button is disabled with the reason shown. Gareth approves v2, and only then is it written back to the memo library.

“Approves or returns with a reason, cannot be the maker.”

  9. 09Right after

Every answer that cited the old memo, re-checked

    Change agent

The Change agent re-checks the 9 saved answers that cited PM-2023-019 v1: none to amend. Its revision-date watch lists the 6 of 180 memos that rely on a page revised after they were approved: 5 cite a passage that changed, each with a re-check to open, and one cites a passage that did not, which Renata reviewed on Oct 5. The September 2026 supplemental instructions, read Oct 2, affect no memo.

  10. 10On the record

What the preparer was told, from which page, on which day

    Simone Achterberg · Internal Audit

Every question, answer, ruling, approval, export and setting change is on the audit trail with who, when, why and the evidence, people and agents alike, kept seven years. The examiner pack holds each answer with its three layers and source versions, the rulings with reason codes, memo versions with maker, checker and redline, and the agent, prompt and model versions of the day. Simone reads everything and decides nothing.

“Customer and borrower names typed into questions stay masked in the pack. The pack is watermarked with the requester and logged.”

Built on the engine

7 agents. Each with one job, and hard limits.

Seven agents find the instruction, check what changed, find the bank's memo and check the ledger; people rule and approve.

Answer agent

Finds the passages that decide a question in the FFIEC 031 and 041 and FR Y-9C instructions, the glossary and the FAQs, and writes the verdict line.

  • Never answers from memory: no citation, no answer
  • Quotes only the corpus version for the report date
Change agent

Reads the revision date on every instruction page and every quarter's supplemental instructions, says whether anything changed after a memo, and watches every memo and saved answer.

  • Never edits a memo
  • Opens a re-check for the Policy Lead
Precedent agent

Finds the bank's position memos and what was filed on each line by quarter, from the regulatory reporting system, read only.

  • Only approved memos are precedent; never a draft or a superseded version
Mapping agent

Checks the line mapping of the general ledger accounts in a question and compares this quarter's balance with last quarter's placement.

  • Proposes a mapping change for maker-checker; never makes one
Citation check

Verifies every quoted sentence against its source, removes any that do not match, and blocks an answer with an uncited layer.

  • Never rewrites a source
Routing agent

Sends disagreements, answers under the confidence threshold and questions nothing in the sources answers to the Policy Lead, packaged; sets the clock, finds duplicates and tells the manager at 75%.

  • Never rules
Memo and Insight agent

Drafts rulings, new memo versions as redlines, and one-page training notes from the questions people ask most.

  • Never approves or publishes; a memo is live only after the manager approves it
Regulatory Reporting Manager

Approves every memo version. The agents propose; a named person decides.

Ask in plain words

Ask the Call Report instructions in plain words

Ask about any line, memo or ruling, or ask for a draft. Every answer points to the page, the memo or the filed amount it came from.

Why item 10.b and not item 8 for the municipal leases?

Because item 8 excludes them by name. Item 8 covers obligations of states and political subdivisions “other than leases” and sends leases to item 10; item 10 says “Include all leases to states and political subdivisions in the U.S. in this item.” The lessees are not individuals, so it is 10.b, All other leases. Corvane's memo PM-2025-031 says the same, and $236.2M went there in Q2.

Which memos are older than the instruction pages they cite?

Six of 180. Five cite a passage that changed: PM-2023-019, PM-2022-009 and PM-2024-002 rely on RC-C-17 (12-24); PM-2019-014 on RC-C-20a (12-24); PM-2022-015 on RC-C-2a (6-24). One, PM-2021-007, cites RC-C-2 (3-24), but its passage is unchanged; Renata reviewed it on Oct 5.

What is waiting on the Policy Lead before October 30?

Nine questions. Three are past 75% of their clock and the manager has been told: the NAV facility (3 h 18 m left), the tribal housing authority overdrafts and the subscription lines, which is a likely duplicate of the capital call question and can take the same ruling.

Draft a training note on the lines people ask about most

RC-C item 9.a leads with 31 questions from 7 people; 9 needed the Policy Lead. The one-page note covers the five kinds of nondepository lender from RC-C-17 (12-24) and Corvane's three memos. It goes out only when Gareth approves it.

Questions

What regulatory reporting teams ask us.

Where do leases to states and political subdivisions go on the Call Report?

In Schedule RC-C, Part I, item 10. Item 10 says “Include all leases to states and political subdivisions in the U.S. in this item,” and item 8 covers their obligations “other than leases”. Leases to lessees other than individuals go in item 10.b, All other leases. The solution shows item 10.b lit on the form and item 8 struck, with that sentence.

How does it know whether the instructions changed since our memo?

Every instruction page carries its revision date, such as RC-C-17 (12-24). The Change agent compares it with the approval date of every memo that cites the page, compares the passage itself, and reads each quarter's supplemental instructions. A memo older than a changed passage gets a re-check for the Policy Lead.

Does it cover the FR Y-9C as well as the FFIEC 031 and 041?

Yes. The FFIEC 031 and 041 instructions, the FR Y-9C instructions, the supplemental instructions and the FAQs load as one corpus version for each quarter, approved by the manager. An answer on Schedule RC-C names the matching FR Y-9C line in Schedule HC-C when you ask.

What happens when the instructions do not answer a question?

No citation, no answer. When no passage in the instructions or the bank's memos scores high enough to decide it, the screen says so, shows what was searched, and the Routing agent sends the question to the Policy Lead with a clock. No line is suggested.

Do people stay in control of the answers and the memos?

Yes. The agents find, compare, cite and draft; they never rule, approve a memo, change a ledger mapping or a filed value, or send anything to the agencies. The Policy Lead rules with a reason code, and the manager approves every new or changed memo, mapping change, corpus version and setting change. The maker never approves their own.

How is what a preparer was told kept for the examiners?

Every answer is kept with its three layers and the source and corpus versions it rested on, for seven years, and can be saved to the schedule's working papers. Internal audit exports one watermarked pack for OCC, FDIC or Federal Reserve examiners with the questions, rulings, memo versions and the agent, prompt and model versions of the day.
