The problem

Why a disputed bill loses at the ombudsman when the answer was in the utility's own systems

A written billing dispute starts a clock. The disputed amount may not be chased, charged a late fee or used to disconnect, and a final response or a deadlock letter has to reach the customer inside a fixed number of days. If the customer is not satisfied, the dispute goes to the ombudsman or the commission, which reads the utility's file line by line, and may charge a case fee whatever it decides.

Today that file is spread across the billing system, the reading history and reading photos, the meter lab, field jobs, the customer's messages, call notes and letters. The handler pulls them by hand and decides on the most visible item, usually an actual reading in the billing system, rather than the strongest one. A misread can stand until the ombudsman asks for the reader's photo, and then the utility pays the rebill, the award and the fee anyway.

One disputed bill, from a 40-day clock to a signed credit

Aisha Rahman, Villa 23, Sidra Street, Palm Ridge, disputes her August 2026 electricity bill from Lumina Utilities: 6,352 kWh, AED 2,316.97. It is Tue 13 Oct, day 36 of 40. Here is what happens next, screen by screen, in the working solution.

  1. 0106:00

Every clock counted and every hold checked before the team logs in

    Clock keeper

The clock keeper counts the days on all 412 open disputes, warns 6 handlers at day 30 and drafts 3 holding letters at day 35. It checks every hold: AED 1.86M held from reminders and disconnection, 973 reminders blocked this month and none sent on a disputed amount. BD-2026-04102 has reached day 39, and Layla Nasser is told.

“Checked 412 holds: 973 reminders blocked this month, 0 sent on a disputed amount”

  2. 02Morning

Aisha's bill, drawn as a balance that leans to Lumina

Layla Nasser · Senior dispute handler

Layla has 34 open disputes, nearest the 40-day clock first. Aisha's balance puts her claims on one side and Lumina's evidence on the other, each item weighed 1 to 5 by a written rule: usage within 2% of last year until August (3), her own photo of the meter (2), a neighbour's bill (1) against the actual reading of 61,952 (4), a meter test at +0.4% (3), a clean site inspection (2) and the agreed July reading (1). Six against ten.

Proposed: “Not upheld — The bill stands; offer a 3-month payment plan for AED 416.97.”

  3. 03The record

The case file was built the night she wrote in

    Case builder

Aisha wrote in the Lumina app at 21:12 on 7 Sep, paid AED 1,900.00 — about her normal August — and disputed the rest. Four minutes later the case builder opened the dispute, put AED 416.97 on hold and started the clock. The chronology holds every reading, upload, bill, call, inspection and test, each with its source; the reading of 31 Aug shows “None linked” in the photo column.

“Same house, same habits, and last August was 5,380 kWh. I think the reading is wrong.”

  4. 04One click

The reader's photo, uploaded late and never linked

    Evidence gatherer

Layla clicks Check for missing evidence. The evidence gatherer checks 9 documents and notices that the reading of 31 Aug 09:14 has no photo, when every other actual reading on the account has one. It searches handheld HH-117's uploads for 31 Aug–2 Sep — 212 photos, 9 not linked to a reading — and finds the one for meter E-4471-0938, taken at 09:14 and uploaded at 18:41 the next day.

“The register shows 61,052 — the hundreds wheel is a 0, keyed as a 9.”

  5. 05On the scale

The scale tips to Aisha by 4

    Evidence weigher

Layla puts the photo on the scale. By the weighing rules a photo of the register taken at the reading weighs 5, and when a stronger item contradicts another, the weaker one loses 3. The actual reading drops from 4 to 1, contradicted by its own photo. Aisha 11, Lumina 7: the proposed decision flips to Upheld, with a credit of AED 486.00.

    U1: “Contradicted by its own photo (C4): weight 4 → 1.”

  6. 06The arithmetic

August rebilled at 61,052, every slab shown

    Rebill calculator

Corrected use is 5,452 kWh, not 6,352. The rebill calculator runs the residential tariff slabs at 23, 28, 32 and 38 fils, the 6.5-fils fuel surcharge and 5% VAT: AED 2,316.97 becomes AED 1,930.97. It adds the AED 100.00 service-standard payment for a bill issued on a reading later shown wrong (§9.3). With her AED 1,900.00 payment, the account ends AED 69.03 in credit.

AED 386.00 rebill difference + AED 100.00 service payment = AED 486.00 credit — a proposal until Layla signs.

  7. 07The check

What the ombudsman did with seven disputes like this one

    Precedent checker

The precedent checker found 7 ombudsman decisions since 2023 where an actual reading was contradicted by the reader's photo. Six went for the customer, with awards of AED 100 to AED 200 beyond the rebill. The one the utility won, UO-2024-1183, had only the customer's undated photo against a reader's photo that matched the bill.

Before the photo was found: “Deciding ‘Not upheld’ goes against 6 of 7 ombudsman decisions on this issue.”

  8. 08The letter

A final response that cites every item on the scale

    Letter writer

The letter writer redrafts the final response in plain words: what we checked, what we found, our decision and the money, the hold, and the right to go to the Utilities Ombudsman, free, within 12 months. Each paragraph carries the scale items it relies on; the neighbour's bill is named as considered, not relied on. Six checks run before it goes, from the clock and the arithmetic to the hold.

“You told us your household had not changed and that you thought the reading was wrong. You were right, and we are sorry.”

  9. 09Day 36 of 40

Layla decides and signs, four days inside the clock

Layla Nasser · Senior dispute handler

The credit is within her authority of AED 2,000, so Layla signs alone. Signing records the decision, the scale as it stands and every weight. The letter goes by email and the Lumina app, the AED 486.00 credit goes on the next bill and the hold stays in force until 15 days after the letter.

Meaning of the signature: “I have weighed the evidence on the scale and I decide this dispute.”

  10. 10The cause

One handheld, 21 readings without their photo

    Layla Nasser and meter operations

Insights show why: since a software update on 14 Aug, handheld HH-117 on route PR-07 Palm Ridge uploads its photos in a late batch, so they do not link to their readings. Twenty-one readings have no photo; two are already disputed — Aisha's and Hamza Qureshi's on the same street. One click sends a root-cause note to meter operations.

“HH-117’s photos have uploaded in a late batch since its software update on 14 Aug, so they do not link to their readings.”

Built on the engine

7 agents. Each with one job, and hard limits.

Seven agents build the file, weigh every item, rebill and check the ombudsman's record; the dispute handler decides and signs.

Case builder

Reads the complaint from the app, an email or a call note, opens the dispute, sets the hold on the disputed amount, starts the 40-day clock and builds the chronology of every bill, reading, contact, job and letter, each with its source.

  • Never closes a dispute
  • Never widens the dispute beyond the customer's words
  • Sets the hold the same day the dispute opens
Evidence gatherer

Pulls every reading and its photo, the handheld upload log, meter tests, site jobs and letters for the disputed bill. When an actual reading has no photo, it searches the handheld uploads for 48 hours after the reading.

  • Read-only on billing and meter records
  • Every item carries its source
Evidence weigher

Places each item on the customer's or Lumina's side and weighs it 1 to 5 by the weighing rules. When a stronger item contradicts another, it lowers the weaker one by 3, to no less than 1, and says which item contradicts it.

  • Never hides an item or leaves one off the scale
  • Every weight names its rule
  • A handler may override a weight with a recorded reason
Rebill calculator

Rebills the period on the corrected reading with the tariff in force — every slab, the fuel surcharge and VAT — adds the service-standard payment when §9.3 applies, and shows the old and new totals and the difference.

  • Never posts a credit
  • Credits above AED 2,000 go to the Head of Complaints
Precedent checker

Searches 36 months of ombudsman decisions and Lumina's closed disputes for the same issue, scores the similarity and reports how many went for the customer, the average award and how each differs from the open dispute.

  • A precedent is guidance, never binding
  • Shows the differences as well as the match
Letter writer

Drafts the final response or deadlock letter in plain words, in English and Arabic: what the customer told us, what we checked, what we found, the decision and the money, what happens next and the right to go to the Utilities Ombudsman within 12 months.

  • Never sends — a named person signs
  • Cites every scale item, and names the items not relied on and why
Clock keeper

Counts the days on every open dispute each morning, warns the handler at day 30, drafts a holding letter at day 35 and checks that every disputed amount is held from reminders and disconnection until 15 days after the final response.

  • Never lifts a hold early
  • Never sends a letter
Dispute handler

Decides and signs. The agents propose; a named person decides.

Ask in plain words

Ask about any dispute, in plain words

Ask about any dispute, its evidence or a letter — or say what to change. Every answer points to its records.

Why does Aisha Rahman's dispute lean to Lumina?

Because the only strong item is our own reading, and it has no photo. U1, the actual reading of 61,952, weighs 4; the meter test shows the meter counts correctly, not that the reading was keyed correctly. Her usage points the other way: June and July within 2% of last year, August 18% higher. Handheld HH-117 uploaded photos late on 1 Sep — run the evidence check before deciding.

Which other readings on route PR-07 have no photo?

Twenty more on route PR-07 since the HH-117 update on 14 Aug. One is disputed: BD-2026-04301, Hamza Qureshi, Villa 8, Sidra Street. Its photo was in the late uploads and shows 48,415, the same as the bill, so it goes on his scale as U2 and his dispute now leans to Lumina. The other 19 are not disputed; meter operations has the list.

How has the ombudsman decided misread cases?

6 of 7 for the customer since 2023 when the reader's photo contradicted the actual reading. Average award beyond the rebill: AED 150. The one the utility won, UO-2024-1183, had only the customer's undated photo against a matching reader's photo.

Keep disputed amounts on hold 20 days after the final response

Done. Holds now stay in force 20 days after the final response, up from 15. It applies to all 412 open disputes; AED 1.86M stays held from reminders and disconnection. You can change it in Settings.

Governance

Built to stand up at the ombudsman: cited, weighed, signed.

Every item links to its sourceEach claim and each item of evidence on the scale opens the document it came from — the reading record, the photo, the lab certificate, the inspection, the customer's message. The letter carries the same marks in its margin.
Every weight names its ruleWeights come from written weighing rules, from a photo of the register at 5 to a statement without evidence at 1. A handler may change a weight only with a reason, and the change is recorded on the audit trail.
A named person decides and signsAgents propose; the handler decides. Handlers sign credits up to AED 2,000; credits above that and every deadlock letter need the Head of Complaints, and disputes over AED 10,000 or with a threat of action go to Legal.
A hold no agent can liftThe disputed amount is held from reminders, late fees and disconnection from the day the dispute opens until 15 days after the final response. The customer keeps paying the rest, and no agent can lift a hold early.
Read-only on billing and meter recordsThe agents read bills, readings, photos, tests and jobs but never change them. A rebill is a proposal until a handler signs; no agent posts a credit or sends a letter.
Every step on the audit trailEach item added, weight changed, letter edited and signature is recorded with who and when, so the file the ombudsman reads is the file the handler decided on.

Questions

What complaints and billing teams ask us.

What is billing dispute resolution software for utilities?

Software that takes a customer's disputed electricity or water bill from the written complaint to a signed final response or deadlock letter, inside the regulatory clock and with the disputed amount on hold. Billing Dispute Resolution adds seven agents that build the case file, weigh every item of evidence, rebill and check ombudsman decisions; the dispute handler decides and signs.

How does billing dispute resolution work?

Each dispute is drawn as a balance: the customer's claims on one side, the utility's evidence on the other, each item weighed 1 to 5 by a written rule. As evidence arrives the scale tips, and the decision and its credit are proposed. In the sample case, the reader's photo outweighed the keyed reading and the decision moved from Not upheld to Upheld with a credit of AED 486.00.

Does it stop reminders and disconnection on a disputed amount?

Yes. The case builder sets the hold the day the dispute opens, and the clock keeper checks every hold each morning. The disputed amount is held from reminders, late fees and disconnection until 15 days after the final response, while the customer keeps paying the rest. No agent can lift a hold early.

How does it find evidence the utility already has but missed?

The evidence gatherer checks that every actual reading has its photo and, when one does not, searches the handheld uploads for 48 hours after the reading. In the sample case it found a reader's photo uploaded late from handheld HH-117 and never linked: the register showed 61,052, keyed as 61,952.

Does it write the final response and the deadlock letter?

The letter writer drafts either one in plain words, in English and Arabic, citing every item on the scale and naming the items not relied on. Checks run before it goes: inside the clock, every item cited, the money matching the rebill, referral rights, plain words and the hold stated. It never sends; a named person signs.

How does it use ombudsman decisions?

The precedent checker searches 36 months of ombudsman decisions and closed disputes on the same issue and shows how they went, the average award and how each differs. A precedent is guidance, never binding — but it warns when a proposed decision goes against most past decisions, as “Not upheld” did against 6 of 7.

Do people stay in control of the decision and the credit?

Yes. The agents are read-only on billing and meter records and never post a credit or send a letter. The handler signs credits up to AED 2,000; the Head of Complaints signs larger credits and every deadlock letter, and Legal reviews disputes over AED 10,000. Any weight can be changed with a recorded reason.

Does it handle water as well as electricity disputes?

Yes. The working solution carries electricity and water disputes side by side — high bills from a misread, leak allowances, estimated-bill catch-ups, final bills after move-out, meter exchanges, tariff categories, solar export credits and deposit refunds.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements and documents — your customer service code, tariffs, letter templates and a sample of closed disputes — and it goes live once every quality gate has passed. We will walk you through it on your own disputes first.
