S-6 on the datasheet, where the project override calls for A-8
Technical bid evaluation of three pump offers: 2,140 pages and 27 deviations
A refinery is replacing a pair of reactor charge pumps after a feed change made the wetted parts work harder. Three vendors have offered. The rotating equipment engineer has the package this morning.
demoVendors, pumps, offers, people and every page number are sample data.

2,137 of 2,140 pages read, 3 held, and one priced page masked
Offer reader and line checkerEach agent's step is listed with its sources and confidence. One list of 612 requirement lines came from the requisition, datasheets and overrides. Three bad scans in one offer were held rather than guessed at. A priced spare parts schedule found in a technical volume was masked for the buyer. Then 1,836 lines were checked, sums included.
- 0208:00
27 deviations across three offers, pinned to the parts of the pump
Rotating equipment engineerThe pump is drawn on the bench: barrel casing, impellers, shaft, seals, bearings, motor, baseplate, tests and documents. Each part carries its count of deviations across all three offers. His next step is named at the top: rule on the first one. Prices are kept off this screen entirely, and the three commercial envelopes stay sealed.
- 0308:10
Complies without exception, except on page 187
Blanket testerOne vendor's cover letter says it fully complies with the requisition and all attachments, without exception, and page 7 says deviations: none. The blanket tester sets each statement against the offer's own pages. Datasheet page 187 lists the material class of construction as S-6, where the project override calls for A-8.
- 0408:14
On this offer only the casing turns amber, with three findings
Rotating equipment engineerChoosing that vendor redraws the bench with its own counts. The barrel casing turns amber and opens its lines: material class S-6 against A-8, the sour service certificate not found in 812 pages, and a casing rating of 2,950 psig against 3,100. Each line shows the requirement, what the offer says and the page, so the engineer can judge it without leafing through the volume.
- 0508:16
He raises one clarification for the casing's two open items
Rotating equipment engineerThe line checker proposes a clarification on D-01 and D-02; he raises it. So far nothing goes to the vendor. The clarification waits for the lead's check, and then the buyer sends it, because the buyer is the only channel to vendors. Deviation counts and rulings stay with engineers.
- 0608:40
The lead opens both pages and picks the value she saw there
Lead discipline engineerShe opens the project override and page 187 herself. Then she must pick what the offer's page says, from a list, before she can agree: S-6. Her check is recorded with what she opened. The deviation reads material class S-6, not A-8, undeclared by the vendor, Major, on query.
- 0708:45
The vendor deviation list, offer by offer, with what went undeclared
Lead discipline engineerThe deviation log lists 27 places where an offer departs from a requirement or leaves out a proof, 18 of them never declared by the vendor. For the first offer, all 12 are ruled and checked and 8 are on query. The second still has 4 to rule; the third has 3 held pages that block its final log.
- 0808:50
The buyer tries to unseal an envelope and is refused
Procurement buyerThe commercial offers arrived sealed and stay sealed. When the buyer tries to open the first one, the product refuses: the technical result is not signed, so no envelope can open. Engineers rule without seeing a price, and the buyer cannot let one in early.
- 0909:00
No score, no rank, no price: 87 items left for people out of 1,836 lines
Lead discipline engineerSign-off shows lines checked by agents, lines met and sampled by a person, deviations to rule and how many were never declared. Each offer carries its deviations and their state. The gates before prices can open are listed, from every deviation ruled and checked to the price mask settled by the buyer.
