In short

What is School Background Check & Employment History Review?

A school background check is the set of clearances every adult who works with children needs before the first day: state and FBI fingerprints, the child abuse, sex offender and do-not-hire registries, an employment history review with prior employers, and for many roles a TB test. School Background Check & Employment History Review puts all seven on one start roster per start date, with eight agents reading results, chasing prior employers and checking identity, and a person clearing every start.

The problem

Why a school background check takes a morning to answer, and a yes can go unread

A school background check is not one check. Every adult who works with children — teachers, substitutes, coaches, volunteers and contractor staff — needs state and FBI fingerprints, the child abuse, sex offender and do-not-hire registries, an employment history review with every prior employer that had them near children, and for many roles a TB test, each with its own date and expiry. Pass-the-trash laws moved the bar from fingerprints alone to that employment history review: under Pennsylvania's Act 168 a prior employer has 20 days to answer the disclosure form, and a yes triggers an information request with 60 more; Texas SB 571 set 48-hour deadlines for misconduct reports and made the do-not-hire registry binding on contractors too.

Today those checks live in five places: the applicant tracking system, a fingerprint results portal, a state registry website, a spreadsheet of TB dates and an inbox of disclosure forms. Forms are mailed and forgotten, replies come back in Spanish, a common name raises a false registry hit, and a rap-back notice sits in one inbox until someone reads it. The question that matters on Friday — who cannot start Monday? — takes a morning to answer. This solution puts eight agents on the chasing, reading and checking, so the coordinator spends that morning on the three people who need a decision.

One Monday start roster, through every school background check to a two-person release

Wednesday, October 21, 8:40 a.m. at Marlow Bay Unified School District. Keisha Morland, the Background Check Coordinator, opens Monday's start roster. Here is what happens next, screen by screen, in the working solution.

  1. 018:40 a.m.

Who can start Monday, answered on one screen

Keisha Morland · Background Check Coordinator

274 people start on Monday, October 26: 46 employees, 210 coaches and volunteers and 18 contractor staff, at 41 schools and sites. Each row is a strip of seven stamps — state fingerprints, FBI, the three registries, the prior-employer review and the TB test — each with its date and expiry. Three rows read "Cannot start", and each names what it waits on.

271 of 274 people starting Monday have every clearance. I re-checked all 1,186 stamps at 6:00 a.m., including the sex offender and do-not-hire registries for everyone.

  2. 02One click

One person's clearance file, every stamp cited

    Keisha Morland

Marisol Echeverría was hired on October 2 to teach grade 7–8 mathematics at Driftwood Middle School. Her state prints are dated October 5, FBI October 7, the child abuse registry October 9 (expiring October 2031), and the sex offender and do-not-hire registries were re-checked this morning. Only the prior-employer review is on hold, so Clear for Monday stays locked.

  3. 03Day 17 of 20

A prior employer's reply in Spanish, beside the English

    Employment history agent

The agent sent the disclosure form to Colegio Bilingüe Las Acacias on October 2, chased it on October 7, 12 and 16, and read the reply that came back on October 19. Question 2 sits beside its English, both cited to page 2, with translation confidence 0.96. Because the answer is yes, the agent sent the information request the same day.

“¿Ha sido objeto de una investigación por abuso o mala conducta? Sí, 2021, sin fundamento” — Investigated for abuse or misconduct? Yes, 2021, unfounded.

  4. 04Decide by Friday

Employee Relations decides on the closing letter, not a summary

Gloria Penhallow · Director of Employee Relations

Keisha holds the start and sends the case to Employee Relations. Gloria reads the school's closing letter, original beside English: the March 2021 complaint was found unfounded and the file closed on May 28, 2021, with no sanction. The state certificate is active with no action, and the other prior employer answered no to all four questions.

Reason code: Prior allegation investigated and unfounded; no bar to employment.

  5. 05Cleared, then released

The coordinator clears; a second person releases

Dr. Samuel Okonjo · Assistant Superintendent for Human Resources

Keisha clears Marisol, her row reads Mon Oct 26, and the roster reads 272 of 274. Dr. Okonjo approves the release to principals — the person who prepares a release can never approve it — and principals see "cleared to start" and nothing else.

  6. 066:12 a.m. notice

A rap-back arrest notice, identity checked before anyone acts

    Rap-back agent and Identity checker

A fingerprint-based notice arrived for Gregory Lindahl, a school bus driver at the North Yard, subscription MB-RB-20417. The identity checker compares five identifiers and finds the same person, at 0.99. The record itself is restricted to the two authorized custodians, and the clock shows it is due to Employee Relations by 6:12 a.m. Thursday, with 21 hours 28 minutes left.

  7. 07Before the band trip

A common name, cleared as a different person

    Identity checker

Michael A. Johnson, an overnight chaperone for the Bayside High School band trip on November 6, raised a name-based hit on the sex offender registry for "Michael Johnson, born 1979". The middle name, date of birth, address history, height and eyes differ: not the same person, 0.97. Keisha confirms, and Tess Albrecht and the band director are told he can chaperone.

  8. 08Adverse decision

Not eligible to hire, proposed by one person and co-signed by another

Keisha Morland and Dr. Samuel Okonjo

Brent Callow, a substitute teacher applicant, was listed on the state do-not-hire registry on September 18, 2026, and his certificate number matches at 0.99. Keisha proposes "not eligible to hire"; Dr. Okonjo co-signs, because the proposer cannot. The agents drafted the notice to the applicant, and it stays locked until the co-signature.

  9. 09Ready for a monitoring visit

Every step on the record, sealed into one pack

    Audit pack agent

For Monday's 274 starts the pack holds 2,146 records and 3,904 pages, sealed with SHA-256, with the originals beside English for six replies. Criminal history records are left out, and every entry shows who, what, when, why and the evidence.

8 agents. Each with one job, and hard limits.

Eight agents read, chase, translate and check every clearance; the coordinator clears and a second named person approves.

Clearance intake agent

Opens a clearance file at each offer or volunteer application, works out the clearances the role requires, and sends the consent forms and the fingerprint appointment.

  • Never waives a clearance
Results agent

Reads state and FBI fingerprint results and the child abuse, sex offender and do-not-hire registries, and stamps each with its date and expiry.

  • Never adjudicates a record
  • Sends every hit to the identity checker
Employment history agent

Sends each prior employer's disclosure form, chases it with three reminders, reads the reply in any language beside the English, and sends the information request on a yes.

  • Never decides on a yes answer
  • Below 0.90 translation confidence, asks for a human translator
Identity checker

Lays the identifiers on every registry hit or arrest notice side by side and says whether it is the same person, with its confidence.

  • Never acts on a hit
  • Below 0.95, a person decides
Rap-back agent

Receives arrest notices, starts the 24-hour clock and routes each to Employee Relations with the custodian's summary.

  • Never shows criminal history outside the custodians
  • Never suspends anyone
Renewal agent

Tracks every clearance's expiry across 62 schools, sends reminders 60, 30 and 14 days ahead, and flags lapsed clearances to principals.

  • Never extends an expiry
Reporting agent

Drafts state misconduct reports on the 48-hour clock and the annual do-not-hire registry certification, every statement cited.

  • Never files; a named person files
Audit pack agent

Builds sealed export packs for a state monitoring visit or counsel, leaving out criminal history unless a custodian includes it.

  • Scope only
  • Every pack is logged
Coordinator, Employee Relations and the Assistant Superintendent

Ask in plain words

Ask about anyone starting

The assistant answers about any person, form, notice or renewal, cites where each answer comes from, and opens the screen to act on.

Who cannot start Monday, and why?

3 of 274. Marisol Echeverría: prior-employer review, a yes answer (2021), marked unfounded. Darnell Pryce: FBI prints, unreadable; re-print Thu Oct 22. Luis Ferreira: child abuse registry, due by Oct 28. I have filtered the roster to these rows.

What did Marisol's former school say?

Colegio Bilingüe Las Acacias answered no to three questions and yes to one: investigated for abuse or misconduct, yes, 2021, unfounded. Their closing letter of Oct 20 says the school and the education authority found the complaint unfounded and imposed no sanction. Her certificate shows no action. A yes answer goes to Employee Relations before you can clear her.

Is the rap-back notice really our bus driver?

Yes. The notice is fingerprint-based, for subscription MB-RB-20417, which is Gregory Lindahl's in the human capital management system; date of birth, state record number and the last four of the SSN match (0.99). It is due to Employee Relations by 6:12 a.m. Thursday. An arrest is not a conviction; the record stays with the custodians.

Questions

What district HR offices ask us.

What is a school background check?

A school background check is the set of clearances every adult who works with children needs before the first day: state and FBI fingerprints, the child abuse, sex offender and do-not-hire registries, an employment history review with prior employers, and for many roles a TB test. School Background Check & Employment History Review puts all seven on one start roster per start date, with eight agents reading results, chasing prior employers and checking identity, and a person clearing every start.

What are the school background check requirements for teachers, coaches and volunteers?

They depend on the role and your state's rules, so they are settings. In the working solution an employee, a substitute and classroom contractor staff need all seven clearances; a paid coach needs six, without the TB test; a Level 2 volunteer needs fingerprints and two registries; a Level 1 volunteer needs the child abuse and sex offender registries. The Clearance intake agent works out each person's clearances from their role.

What is an employment history review form?

It is the disclosure form a district sends to an applicant's prior employers, asking set questions about abuse and misconduct, such as whether the person was ever investigated for abuse or misconduct. Pass-the-trash laws such as Pennsylvania's Act 168 give the employer 20 days to answer and 60 more after a yes. The Employment history agent sends each form, chases it three times, reads the reply in any language beside the English, and sends a yes to Employee Relations.

What is a rap back program?

Rap back is a fingerprint-based subscription: after the first check, the state and the FBI notify the district when a cleared person is arrested. Here the Rap-back agent starts a 24-hour clock to Employee Relations and the Identity checker confirms it is the right person first. An arrest is not a conviction, and the record itself stays with the authorized custodians.

Does an agent ever clear, reject or report a person on its own?

No. The agents read, draft, chase and check; they never clear, hold, decide, file or send a notice. Below their confidence threshold — 0.95 for the Identity checker, 0.90 for a translation — a person decides, and every override carries a reason code.

Do people stay in control of who starts?

Yes. The coordinator clears each person, a yes answer is decided by the Director of Employee Relations, and a second person approves every start release. A "not eligible to hire" is proposed by one person and co-signed by another, and the proposer can never co-sign.

Who can see criminal history records?

Only the authorized custodians the district names. Others, including Employee Relations, see the category and the decision needed, principals see "cleared to start" only, and every view of a restricted record is logged and goes into the export pack. Records are destroyed when the decision is final, with a log entry.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements and documents — your clearance rules by role, your state's clocks and a sample of past clearance files and disclosure forms — and it goes live once every quality gate has passed. We will walk you through it on your own start roster first.
