The problem

Why ICV scores swing awards and pledges go unchecked after them

In UAE and GCC tenders the bidder's In-Country Value score carries part of the commercial evaluation, so a dearer bidder with a strong ICV certificate can beat a cheaper one with none. Checking a certificate means confirming the certifying body, the certificate number, the score and the dates, and that the certificate belongs to the legal entity on the bidder's trade licence. Today that is email to each certifying body, bidder by bidder. A certificate issued to a sister company, or one that expired before bid closing, slips through, and the committee ranks on the claimed score.

After award, the supplier's pledges — local spend, in-country materials, a rising ICV score, Emirati hires — sit in volume 3 of the bid and an improvement plan. The evidence sits in thousands of invoice lines, subcontracts and payroll files that nobody reconciles. A supplier can move its main raw material to an imported source and keep the renewal, and the local spend the national programme exists to protect never reaches local suppliers.

How ICV compliance works: one pledge and one tender, screen by screen

Lumina Utilities, an electricity and water utility, has 46 contracts with ICV pledges worth AED 2.41B. Gulfstar Cable Industries supplies its 132 kV and 11 kV power cable under framework LU-C-2291, AED 184.6M, and the renewal decision is due Nov 30, 2026 — 48 days from today. Tender LU-T-2026-118 for ring main units goes to committee on Thursday. Here is what happens, screen by screen, in the working solution.

  1. 01Morning

The pledge ledger opens on the longest gap

Hessa Al Mansoori · Local content manager

Every contract with a pledge is a ring at what was pledged and a dot at what the invoices show, sorted by gap and darker as the renewal nears. The overnight reconciliation ran at 03:10: 3 contracts short by more than 5 points, 4 by 3–5 points, 39 within tolerance or ahead. Gulfstar Cable sits at the far left, and its ledger is open below.

“Gulfstar Cable Industries LLC · pledged 45%, delivered 31.0% · renewal in 48 days”

  2. 02The ledger

What was pledged at award, against what the records show

    Pledge reconciler

Five pledges from the bid of Oct 19, 2023 and the improvement plan, each beside what the invoices, certificate, payroll and subcontract show to Sep 30, 2026. Local spend 31.0% against 45%: AED 18.9M short. Copper rod from an in-country mill 35% against 60%. ICV score 36.4% against 42.0% by year 3. Emirati technical staff 9 against 12. Only the Qasr Logistics subcontract is met, at AED 6.4M against AED 6.0M.

Quarter line: “Apr 3, 2025 · rod supplier changed” — at the current rate the term ends at 28.8%, AED 30.0M short of AED 83.1M pledged.

  3. 03Reconcile now

Every invoice re-read, every sub-supplier looked up

    Pledge reconciler and Spend classifier

Hessa re-runs the reconciliation and the numbers on the page are recomputed as it goes. The agents read the pledge in bid volume 3, page 14, confirm certificate MAS-26-04471 on the register, read 1,412 invoices worth AED 134.9M across 38 subcontracts, and look up 214 sub-suppliers — 96 hold a valid ICV certificate on the invoice date. Then they find what changed and forecast to Nov 30, 2026.

“Flag for Hessa · Gap 14.0 pts is above the 5-point notice line · renewal decision in 48 days”

  4. 04Trace

The gap traced to 214 rod invoices

    Spend classifier

Every invoice behind the local spend line, by sub-supplier, with the reason it counts or does not. Ras Marjan Rod Mill, 188 invoices and AED 21.4M to Mar 2025, counts as local on certificate CAC-25-01187 at 61.5%. From Apr 2025, Kestrel Metals Trading FZE: 214 invoices, AED 39.6M, not local — no ICV certificate on the register and certificates of origin showing imported rod. Invoice KMT-25-0041, 96 t of 8 mm copper rod for AED 2.31M, shows the country of origin outside the UAE.

“Would have counted if bought from an in-country mill” · Hessa can accept the classification or query it, with a reason.

  5. 05Signed

    Hessa signs the finding

Hessa Al Mansoori · Local content manager

The finding is one paragraph: local spend 31.0% against 45% pledged, AED 18.9M short, caused by imported copper rod from Apr 2025; score 36.4% against 42.0%; 3 Emirati staff short. Hessa signs it, and the notice writer drafts the shortfall notice for the contract manager.

“Finding signed · shortfall notice drafted for Omar Haddad”

  6. 06Same morning

The notice goes out, and the renewal is held

    Omar Haddad · Contract manager

The notice to Layla Darwish, Gulfstar's Supplier ICV Lead, cites clause 31.4, bid volume 3 and the improvement plan, sets out each gap, names the cause, and asks for a cure plan by Nov 12, 2026. Omar signs and sends it through the supplier portal at 12:05 and holds the renewal decision pending the cure plan.

“Only the contract manager sends a notice or decides a renewal.”

  7. 07Before the committee

Five bids, ranked on the scores they claimed

    Priya Nair · Category manager

Tender LU-T-2026-118, 33/11 kV ring main units, 420 units over three years, closed Oct 8; the committee meets Thu Oct 15 at 10:00. Commercial score = 60 × lowest price ÷ price + 40 × ICV ÷ highest ICV. On claimed scores Coastline Switchgear LLC leads at 95.7 with a 52.4% certificate, and Harbourline Power Equipment is fifth.

“Verify the certificates to see whether the order holds.”

  8. 08Verified

Two certificates fail, and first place changes

Certificate reader, Certificate validator and Bid score checker

The certificate submitted by Coastline Switchgear LLC, HIC-26-00562, belongs to Coastline Switchgear Trading LLC on trade licence 774102; the bidder is licence 774088, and its own certificate on the register scores 18.7%. Harbourline's certificate expired Sep 30, before closing, so its ICV score is 0. Re-scored at 60 / 40: Taliq Industrial Group 90.4, Sadaf Energy Systems 88.0, Najm Electrical Industries 84.2, Coastline 71.3, Harbourline 60.0.

    “Coastline Switchgear LLC: 52.4% → 18.7%”

  9. 09The committee note

A note that corrects the scores, and nothing else

Notice writer · for Rashid Al Zaabi, Tender committee chair

The note to the chair lists the two corrections with their certificates, the verified ranking beside the claimed one, and what was checked: 5 of 5 certificates on the register, the trade licence for every bidder, validity on the closing date, the weights from the tender document. Hessa sends it to Rashid Al Zaabi, who signs at the committee.

“This note corrects the ICV scores only. The technical evaluation and the award recommendation remain with the committee.”

  10. 10The weeks ahead

The next renewals, and the certificates about to lapse

Hessa Al Mansoori · Local content manager

Eleven contracts with pledges renew in the next 26 weeks, five with a gap above 3 points — Marsa Valve & Pump at 71 days and −4.4 points, Coral Bay Transformers at 112 days and −6.2. Of 212 certificates on file, 14 expire within 60 days, and reminders go at 60 and 30 days before expiry.

    “11 renewals in 26 weeks · 5 with a gap above 3 points”

Built on the engine

6 agents. Each with one job, and hard limits.

Six agents read and verify every certificate, classify every invoice line and reconcile every pledge; the local content manager signs.

Certificate reader

Reads each ICV certificate and extracts the certifying body, certificate number, legal entity, trade licence, financial year, ICV score and issue and expiry dates, each with its passage.

  • Every value carries its page and passage
  • If a value is not on the page it says so — never infers it
  • Never accepts a certificate — it reports what it read
Certificate validator

Confirms each certificate's number, entity and score on the certifying body's register, compares the legal entity and licence with the bidder or contract party, and checks it is valid on the bid closing date — reporting valid, expiring, expired, mismatch or not found, with the reason.

  • Never treats an unconfirmed certificate as valid
  • Never contacts a bidder during evaluation
Spend classifier

Reads invoices, purchase orders, subcontracts and payroll summaries and tags each line local or not, with the reason: the sub-supplier's certificate on the invoice date, a UAE certificate of origin, or a service performed in the country by a UAE-licensed entity.

  • No line counted local without its proof
  • Overrides need a person and a reason
Pledge reconciler

Sums delivered values by quarter for every contract with ICV pledges, compares them with the pledge, explains the largest change in plain words, forecasts to term end at the current rate and flags gaps above the tolerance.

  • Never changes a pledge or a contract term
  • Flags; the local content manager signs the finding
Bid score checker

Takes each bidder's verified ICV score — 0 with no valid certificate on closing day — applies the tender's price and ICV weights, and shows both rankings with every change explained.

  • Never recommends an award
  • Shows the claimed and verified scores side by side
Notice writer

Drafts the shortfall notice or the committee note from a signed finding: the pledge, what was delivered, the gap in points and dirhams, the cause, the evidence, and what is asked for with a date.

  • Never sends without the contract manager
  • No figure without its source
Local content manager

Signs findings; the contract manager sends notices; the committee awards. The agents propose; a named person decides.

Ask in plain words

Ask about any pledge, certificate or tender, in plain words

Ask about a supplier's pledges, a bidder's certificate or what expires next. Every answer points to the certificate, invoice or register entry behind it.

Why has Gulfstar’s local spend fallen to 31%?

Because its copper rod changed supplier. Until March 2025 rod came from Ras Marjan Rod Mill, an in-country mill with an ICV score of 61.5%. From April 3, 2025 it comes from Kestrel Metals Trading FZE, which has no certificate and imports the rod: 214 invoices, AED 39.6M. Local spend fell from 41.0% in Q1 2025 to 21.2% the next quarter; cumulatively it is 31.0% against 45% pledged.

Which bidders on LU-T-2026-118 have a certificate problem?

Two of five. Coastline Switchgear LLC sent a certificate that belongs to its trading company, a different trade licence; its own certificate scores 18.7%, not 52.4%. Harbourline Power Equipment’s certificate expired on Sep 30, before closing on Oct 8. On verified scores the ranking changes: Taliq first, Coastline fourth.

Which certificates expire before their next tender or renewal?

14 certificates expire in the next 60 days. Three matter this quarter: Sabkha Geotechnical on Oct 27, Jazeera Switchgear on Nov 29, four days before LU-T-2026-131 closes on Dec 3, and Coral Bay Transformers on Dec 1, while its renewal review is open. Reminders go at 60 and 30 days before expiry.

Draft the shortfall notice for Gulfstar Cable

Drafted for Omar Haddad to send. It sets out the gap — 31.0% local spend against 45% pledged, AED 18.9M short — the cause, imported rod from April 2025, the score at 36.4% against 42.0%, and asks for a cure plan within 30 days, before the renewal decision on Nov 30.

Questions

What procurement and local content teams ask about ICV compliance.

What is In-Country Value compliance software?

Software that checks the ICV side of procurement: the bidders' ICV certificates before an award, and the suppliers' pledged local spend, in-country materials, ICV score and Emirati hires for the life of the contract. In-Country Value Compliance does both with six agents, and keeps a pledge ledger for every supplier under contract. The local content manager signs every finding.

How does ICV certificate verification work?

The certificate reader extracts the certifying body, number, legal entity, trade licence, financial year, score and dates, each with its passage. The certificate validator confirms them on the certifying body's register, compares the entity with the bidder's trade licence and checks the certificate is valid on the closing date. In the sample tender it found one certificate issued to the bidder's trading company and one that expired before closing.

How does it check ICV scores in tender evaluation?

The bid score checker re-scores the tender on verified ICV scores with the tender's weights — 60 price and 40 ICV in the sample — and gives an ICV score of 0 where there is no valid certificate on closing day. It shows the claimed and verified rankings side by side. It never recommends an award; the committee decides.

How does it track ICV pledges and committed local spend after award?

Each contract with pledges has a ledger: what was pledged at award on one page, and what the invoices, certificates, payroll and subcontracts show on the facing page, quarter by quarter. The spend classifier tags every invoice line local or not with its reason, and the pledge reconciler forecasts to term end and flags gaps above the tolerance before the renewal.

What counts as local spend?

In the working solution, a line counts as local if the sub-supplier holds a valid ICV certificate on the invoice date, the goods carry a UAE certificate of origin, or the service was performed in the country by a UAE-licensed entity. Free-zone traders count only with their own certificate. Each rule is a setting.

Do people stay in control of findings, notices and awards?

Yes. The agents read, verify, classify, reconcile and draft — they never sign, award or send. The local content manager signs every finding and is the only one who can override a classification, with a logged reason. The contract manager sends every notice and decides every renewal, and the tender committee decides every award.

Can suppliers see their own ledger?

Yes. Each supplier sees its own ledger and invoice listing through the supplier portal and uploads its evidence there. Shortfall notices are sent through the portal, and the supplier answers with a cure plan.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements and documents — your procurement manual, evaluation weights, contract clauses on ICV and a sample of past tenders and invoices — and it goes live once every quality gate has passed. We will walk you through it on one of your own closed tenders first.
