Sovereign AI: who controls the data, the models and the machines.

An AI system is only as sovereign as its least controlled layer — the chips, the model, the operator or the law that can compel them.

Governments use “sovereign AI” to mean national capability: compute, models and talent at home. Enterprises use it to mean control: knowing where data goes, which models read it, who runs the system and whose courts can reach it. This guide covers both, with the European Commission’s way of measuring sovereignty and a set of questions to bring to any AI vendor.

What is sovereign AI?

Sovereign AI is the ability to build, run and govern AI under your own control and your own law — your data, the models that read it and the infrastructure under both. For a country, sovereign AI means domestic compute, models and skills. For an organisation, it means AI deployed where its rules say, operated by people it chooses, with models it approves, and out of reach of foreign authorities it has not accepted.

Sovereign AI meaning

Sovereign AI for a nation and sovereign AI for an enterprise.

On its blog, NVIDIA answers “what is sovereign AI?” with countries building and running AI with their own infrastructure, data, talent and business networks. Enterprises use the phrase for a narrower goal: control over one system.

a country

National sovereign AI

A state’s capacity to produce AI at home, so its economy, public services and security do not depend on another country’s providers.

  • Domestic compute and data centres
  • Models trained on local languages
  • Skills and research
  • Public funding programmes
an organisation

Enterprise sovereign AI

An organisation’s control over where its AI runs, who operates it, which models it uses and which law applies to its data.

  • Region and facility you choose
  • Models you approve and can switch
  • Operators and keys you control
  • Exposure to foreign law understood

Sovereign AI infrastructure

Sovereign AI infrastructure: what governments have committed.

Since 2024, sovereign AI has moved from speeches to budgets. These are commitments in each government’s own documents; delivery is still under way.

  1. Mar 2024IndiaThe Cabinet approves the IndiaAI Mission, with public AI compute of 10,000 or more GPUs built through public-private partnership.
  2. Jan 2025United KingdomThe AI Opportunities Action Plan commits to expand the AI Research Resource at least twentyfold by 2030 and to create a unit called UK Sovereign AI.
  3. Apr 2025European UnionThe AI Continent Action Plan sets out AI Factories, up to five AI Gigafactories, and a plan to triple data-centre capacity in five to seven years.
  4. Oct 2025EU procurementThe Commission presents a Cloud Sovereignty Framework with a cloud tender for EU institutions; it scores providers on eight sovereignty objectives.
  5. Apr 2026Framework in useThe tender closes: up to €180 million over six years, SEAL-2 required; three of the four contracts go to providers rated SEAL-3.

Levels of sovereignty

Measuring sovereign AI: the EU’s sovereignty levels.

Sovereignty is a scale. The European Commission’s Cloud Sovereignty Framework rates a provider on each of eight objectives, from SEAL-0 to SEAL-4. A provider’s overall level is its lowest score on any objective, and in a tender the buyer sets the minimum level it will accept.

Controlled from outsideFully under local control
12345
  1. SEAL-0No sovereignty: exclusive control by non-EU parties, under non-EU law only.
  2. SEAL-1Jurisdictional: EU law formally applies but is hard to enforce; non-EU parties still hold exclusive control.
  3. SEAL-2Data sovereignty: EU law applies, but material dependencies remain; non-EU parties keep indirect control.
  4. SEAL-3Technological sovereignty: EU actors have meaningful but not full influence; non-EU control is marginal.
  5. SEAL-4Full digital sovereignty: complete EU control, EU law only, no critical non-EU dependencies.

Sovereign AI vs private AI

Sovereign AI vs private AI: boundary and jurisdiction.

Private AI is about the boundary: the system runs in an environment you control. Sovereign AI adds the law: who, beyond you, can compel access. A US provider can be ordered to disclose data in its control wherever it is stored, while GDPR Article 48 says such foreign orders are recognised in the EU only through an international agreement — a tension a sovereign design avoids.

For buyers

Sovereign AI for your organisation: the questions to ask a vendor.

A vendor’s “sovereign” label is a claim. These questions turn it into facts you can check, layer by layer.

Ten sovereignty questions
  • Where is data stored?Documents, indexes, conversations, logs and backups — each named by region.
  • Where is it processed?Model calls included: which region runs inference on your prompts?
  • Which models read it?Who trained them, whose terms apply, and can you run your own instead?
  • Who operates the system?Whose staff hold administrator access, from which countries?
  • Who holds the keys?Encryption keys and secrets in a vault you control, or the vendor’s?
  • Whose law reaches it?Where the operator is headquartered, and what it does with a foreign order.
  • Can it run disconnected? With no inbound access and no link back to the vendor.
  • How do updates arrive?Signed, verifiable releases you can inspect before they run.
  • Can you leave?Export of data, configuration and solutions in a usable form.
  • Is your data used for training? In writing, for every model and provider in the chain.

How much sovereignty does this workload need?

Classified, defence or critical national systemsOn-premises or a disconnected site, models you run, releases carried across an airlock.
Regulated data that must stay in countryYour own cloud account or data centre in that country, models deployed in region, keys in your vault.
Commercial data with regional rulesA dedicated or managed deployment in your chosen region, with model calls kept in the same region.
On Botminds

How Botminds supports sovereign AI deployments.

Botminds treats sovereignty as a deployment choice: the same platform and the same release run on Azure, AWS, Google Cloud or on-premises, in any region, down to disconnected sites — with the models you approve.

The practical test. Name every place your data goes. In a private Botminds deployment that list is your region, the paired backup region you choose, the model deployments you approved, the systems you connect and the mail service you configure. See private AI deployment.

What does sovereign AI mean?

Sovereign AI means controlling AI under your own authority and law — the data, the models that read it and the infrastructure under both. For governments it means domestic compute, models and skills; for organisations it means deciding where AI runs, who operates it and which law reaches it.

What is sovereign AI infrastructure?

The compute, data centres, networks and software a country or organisation controls for AI. Governments fund it directly — India’s IndiaAI Mission includes public compute of 10,000 or more GPUs, and the EU plans AI Factories and Gigafactories.

What is the difference between sovereign AI and private AI?

Private AI runs inside a boundary you control, such as your cloud account or data centre. Sovereign AI also asks whose law can reach that boundary and where its supply chain comes from. A private deployment at a foreign-headquartered provider can still be exposed to that provider’s home law.

Why is sovereign AI important?

AI now reads contracts, health records and state data. Sovereignty keeps that data under the rules that protect it, keeps critical services running if a foreign provider changes terms, and builds skills and industry at home.

What is a sovereign AI model?

A model a country or organisation can train, run or adapt under its own control — often trained on local languages and data, or an open-weight model run on local infrastructure, so access does not depend on an outside provider.

What is a sovereign AI cloud?

A cloud service owned, operated and governed under one jurisdiction, to keep foreign authorities from compelling access. The EU’s Cloud Sovereignty Framework rates such services from SEAL-0 to SEAL-4 across eight objectives.

Which countries are investing in sovereign AI?

Many. Examples from official documents: India’s IndiaAI Mission (2024), the UK’s AI Opportunities Action Plan with a UK Sovereign AI unit (2025), and the EU’s AI Continent Action Plan with AI Gigafactories (2025).

How does Botminds support sovereign AI?

The same platform runs in your data centre or your own Azure, AWS or Google Cloud account, in any region, down to disconnected sites, with models you approve — on your hardware or in your account — and secrets in a key vault you can audit.
