What is Return of Title IV Funds Calculation?

Return of Title IV Funds Calculation is R2T4 calculation software for financial aid offices. Seven agents find each withdrawal, date it from the last academic activity in the course log, fill the federal worksheet, recompute it blind and watch the 45-day return. A financial aid analyst prepares each case, the Director of Financial Aid signs it, and the business office posts it; no agent moves money.

The problem

Why an R2T4 calculation goes wrong before the worksheet starts

An R2T4 calculation is the Return of Title IV Funds calculation in 34 CFR 668.22: when a student with federal aid withdraws, officially or by simply stopping, the college works out how much of the aid the student earned, returns the rest within 45 days of the date it determined the student withdrew, and tells the student what they now owe. The arithmetic is a ten-step federal worksheet. The hard part is everything around it: the right withdrawal date, the right count of days with scheduled breaks of five days or more cut out, the students who stopped coming without a word, and a deadline that keeps running while the case sits in an inbox.

For an unofficial withdrawal, analysts email instructors and read gradebooks, and when nobody answers, the last login stands in for the last day, although 34 CFR 600.2 says a login without participation is not academic engagement. One term calendar mistake repeats across every case that term. Since July 1, 2026, a module counts only when the student began attending it. Return of Title IV Funds Calculation puts seven agents on every withdrawal, so the analyst prepares a case that is already dated, calculated twice and cited, and the Director of Financial Aid signs it with one look at the ruler.

One unofficial withdrawal, from the course log to a signed R2T4 calculation

Dariela Fonseca, Student 2026-08412, AAS Welding Technology on Brandvale's East Campus, stopped attending her Fall 2026 classes without a word. Here is her Return of Title IV Funds case, screen by screen, in the working solution.

  1. 01Tue, Oct 20, morning

Every open case on its 45-day clock

Sameer Lindqvist · Director of Financial Aid

The Director's home puts all 128 open cases on one lane by days left, with an escalation zone at 7 days or less. One next step leads: 17 returns wait for his signature. The agents' overnight work is a few cited sentences: 13 cases opened, 12 students dated, one case stopped by the Checker, and 3 returns due within 7 days, all in today's 2:00 PM batch.

Returns due Nov 26 fall on Thanksgiving and post by Nov 24.

  2. 02Mon, Oct 12

Found from four progress reports, not a withdrawal form

    Withdrawal Sweep agent

At the week-7 progress reports, all four of Dariela's instructors marked her as stopped attending, and no official withdrawal was on file. The Withdrawal Sweep agent opened her case, with confidence 0.98, and Oct 12 became the date of determination that starts the 45-day clock. Her case joins a queue sorted by that clock, in eight stages, searchable by campus, how it was found and days left.

  3. 03Oct 19, 6:10 PM

The last date of academic activity, read from the course log

    Last Date agent

The agent read 412 events in her four courses and marked what counts under 34 CFR 600.2. Her last activity that counts is the ENGL 101-14 Unit 4 Quiz, submitted Sat, Sep 26 at 11:48 PM, with the raw log line cited. A login on Sep 29, a visit to the aid award page on Oct 1 and a login on Oct 3 do not count. Three of four instructors have confirmed, Prof. Alma Ruiz-Castellanos first, on Oct 13.

Does not count: a login without further participation.

  4. 04Day 33 of 112

The R2T4 calculation on one payment-period ruler

    Worksheet agent

The ruler shows every day of the Fall 2026 payment period, 112 counted of 117, with the Nov 25–29 break cut out. Her withdrawal date stands on day 33, the 60% point on day 67.2, Oct 30. She earned 29.5%, or $1,724.87 of $5,847.00. Unearned charges come to $4,198.58 × 70.5% = $2,960.00, the lesser amount, so Brandvale returns $2,960.00: Unsubsidized $990.00, Subsidized $1,732.00 and Pell $238.00.

  5. 05Computed blind

A second calculation that never saw the first

    Checker agent

The Checker agent read the same sources itself and computed every value without seeing the Worksheet agent's result. Side by side, all ten steps match, from $5,847.00 disbursed to the $2,960.00 the college returns: 22 of 22 values equal. Only then can the case go to the Director.

The Checker agrees to the cent, 22 of 22 values, computed blind.

  6. 06When they differ

A difference stops the case, with the cause and the rule

    Checker agent

This term 486 cases were calculated twice and 27 differences were found. For Marcus Oyelaran-Pierce, the Worksheet agent counted the full 112 days, but he never began Session B: under the July 1, 2026 module rule only 55 days count, 70.9% is over the 60% point, and nothing is returned instead of $2,468.47. An analyst resolves the difference; the Director then signs.

  7. 079:04 AM

Every agent's step, source and confidence on one case

Joaquín Medeiros · Financial aid analyst

Joaquín prepares the case with the agents' work in front of him: the progress reports, the course log at confidence 0.97, the certified Fall 2026 calendar, the Checker's agreement, and the Clock agent's plan around Thanksgiving, when the business office is closed Nov 26–27. The Notice agent's letter is drafted; he edits it at 9:12 AM.

  8. 089:22 AM

The Director signs; no agent moves money

Sameer Lindqvist · Director of Financial Aid

Before signing he sees the withdrawal date, the share earned, the order of return, that both calculations agree, who prepared the case, and the deadline: Thu, Nov 26, 2026, 37 days left. The person who prepared the case cannot sign it, and the e-signature goes on the audit trail with the evidence.

I, Sameer Lindqvist, Director of Financial Aid, sign this Return of Title IV Funds calculation and send it to the business office to post.

  9. 092:00 PM

Posted by the business office, inside the 45 days

Delphine Archuleta · Senior accountant, business office

Only the business office posts, and only what the Director signed. Today's batch of 9 returns, $24,389.36, posts to the federal aid gateway and student accounts together, and the gateway confirms 9 of 9. This term: 345 returns posted, none after the deadline.

  10. 10Send by Nov 11

A plain-words letter about the return and the balance owed

    Notice agent

The letter tells Dariela, in English and Spanish, that her last class activity was the Sep 26 quiz, that she earned aid for 33 of 112 days, and that Brandvale returned $2,960.00. She owes nothing on her Direct Loans or her Pell Grant, and $2,960.00 to the college, payable over 6 months with no interest. It goes out only after the Director approves it.

7 agents. Each with one job, and hard limits.

Seven agents find each withdrawal, date it from the course log, calculate it twice and watch the clock; the Director signs and the business office posts.

Withdrawal Sweep agent

Opens a case for every official withdrawal, drop to zero credits and "stopped attending" progress report, and at term end checks every aided student with all F and W grades, clearing the rest with the evidence.

  • Never closes a case with aid at stake without a person
  • Never treats a student who never began attendance as an R2T4 case
Last Date agent

Reads the course activity log and instructor rosters, classifies every event against 34 CFR 600.2, and picks the last academically related activity, citing the log line.

  • Never uses a login or page view as attendance
  • Below confidence 0.90, an instructor confirms
  • Reads only students with an open case
Worksheet agent

Fills the federal worksheet, steps 1 to 10, from the aid, the charges, the certified term calendar and the date, with every value cited.

  • Never rounds except as the worksheet says: three decimals for percentages, cents for dollars
  • Never signs or posts
Checker agent

Recomputes every worksheet from the sources without seeing the first result; on any difference it stops the case and says which line differs, why, and which rule settles it.

  • Never edits the first calculation
  • Never resolves its own difference
Clock agent

Counts 45 days for returns, 30 days for loan offers and grant overpayment notices, and 14 days for the student's reply; plans around holidays and business office closures and escalates at 7 days.

  • Never extends a federal deadline
Notice agent

Drafts each student letter in plain words, in English and Spanish: what happened, what was returned, any loan offer, any grant or balance owed, and what to do next.

  • Never sends
  • A second person approves every notice
Audit Pack agent

Assembles the single-audit or program-review pack for a sample or a whole award year: both calculations, the date evidence, the calendar certification, the signature, the gateway confirmation and the notices.

  • Never alters a record
  • Applies the redaction profile before export

Ask in plain words

Ask about any withdrawal, in plain words

Ask about any withdrawal, worksheet, deadline or rule. Every answer cites its source and opens the screen it is about.

Why is 2026-08412's withdrawal date September 26?

Her last academic activity was the ENGL 101 Unit 4 quiz, submitted Sat, Sep 26 at 11:48 PM. She logged in on Sep 29 and Oct 3 but submitted nothing, and a login without participation is not academic engagement. Prof. Ruiz-Castellanos confirmed it on Oct 13, and Policy FA-14 §3 uses the last documented activity.

How was the $2,960 return worked out?

Day 33 of 112, with the Thanksgiving break cut out, is 29.5%. Of $5,847.00 disbursed, she earned $1,724.87, so $4,122.13 is unearned. Unearned charges are $4,198.58 × 70.5% = $2,960.00, the lesser, so Brandvale returns that: Unsubsidized $990.00, Subsidized $1,732.00, Pell $238.00. She owes no loan or grant, and the Checker agrees to the cent.

Which returns are closest to the 45-day deadline?

Three are due within 7 days: 2026-05218 Kenji Albrecht-Moore (Oct 24), 2026-05391 Fatima Oduya-Larsen (Oct 25) and 2026-05404 Bryce Halvorsen-Tafoya (Oct 27). All three are signed and in today's 2:00 PM business office batch. Returns due Nov 26 fall on Thanksgiving; the business office will post them by Tue, Nov 24.

What changed in the July 1, 2026 rules for us?

Three things. A session counts toward the payment period only when the student began attending it, which is why the Checker stopped 2026-07731: 55 days, not 112. Schools that take attendance must document the determination within 14 days. And a full-refund withdrawal exemption is optional; Brandvale has not adopted it.

An R2T4 calculation on one payment-period rulerEvery day of a student's Fall 2026 payment period on one line, with the Thanksgiving break cut out, the withdrawal date on day 33 of 112 and the 60% point marked: 29.5% of the aid is earned. Her last quiz on September 26 at 11:48 PM is the withdrawal date for this unofficial withdrawal; two later logins do not count. The log line is cited, and three of four instructors have confirmed.
Two independent R2T4 calculations that agree to the centThe Worksheet agent's result beside the Checker agent's, which was computed from the same sources without seeing the first. All ten steps match, from $5,847.00 disbursed to the $2,960.00 the college returns, so the case can go to the Director.
When the two calculations disagree, the case stopsFour cases where the blind second calculation disagreed, each stopped until an analyst resolves it. Here the Worksheet agent counted the full 112-day term, but the student never began Session B; under the July 1, 2026 module rule only 55 days count, 70.9% is over the 60% point, and nothing is returned instead of $2,468.47.
Each agent's step, sources, confidence and hand-off on one withdrawalThe agents' work on the case, step by step: the Withdrawal Sweep agent opened it from four progress reports, the Last Date agent dated it from the course log, the Worksheet and Checker agents agreed on $2,960.00, the Clock agent planned around Thanksgiving, the Notice agent drafted the letter, and the Director signs.
The Director of Financial Aid signs the return; no agent moves moneyBefore signing, the Director sees the withdrawal date, the share earned, the order of return, that both calculations agree, who prepared the case and the deadline. The e-signature sends it to the business office, which posts it.
The business office posts signed returns to the federal aid gatewayOnly the business office posts, and only what the Director signed. Today's 2:00 PM batch of 9 returns, $24,389.36, posts to the federal aid gateway and student accounts together; the gateway confirms 9 of 9, and nothing this term was posted after its deadline.
A plain-words student letter about the return and the balance owedThe Notice agent drafts the letter from the case's own numbers, in English and Spanish: what was returned, that she owes nothing on her loans or her Pell Grant, and the $2,960.00 she now owes the college, with a payment plan. An analyst edits it and the Director approves it before it is sent.
The end-of-term sweep for unofficial withdrawalsEvery way a withdrawal reaches the aid office is read every hour, and at term end every aided student with all F and W grades is checked. The Summer 2026 sweep checked 402 of 402: 171 opened as cases, 188 cleared with evidence of engagement after the 60% point, 31 sent to the aid recalculation and 12 with no aid.
A single-audit pack for R2T4, sealed with a checksumEvery action by a person or an agent is in the audit trail with who, what, when, why and the evidence. The Audit Pack agent builds the single-audit pack for a sample of 40 cases: both calculations, the date evidence with its log lines, the calendar certification, the signature, the gateway confirmation and the notices, redacted for the auditor.
Governance

Built for the single audit: cited, checked twice, signed.

Separate hands for preparing, signing and postingFinancial aid analysts prepare cases and resolve differences; the Director of Financial Aid signs returns and approves notices and calendars; the business office posts; the Registrar certifies the term calendar; internal audit reads and exports. The person who prepares a case cannot sign it, and the person who signs cannot post it.
Two blind calculations before a signatureThe Checker agent recomputes every worksheet without seeing the first result. Any difference stops the case until an analyst resolves it with a reason code, and only then can the Director sign.
Every value cites its sourceThe aid disbursement, the charge, the certified calendar, the course log line, the regulation paragraph and the college policy: click any value or agent statement to see the passage it came from.
Agents never sign, send, post or move moneyAgents find, date, calculate and draft. Every notice is drafted by the agent, edited by an analyst and approved by the Director, and an analyst who edits a notice cannot approve it.
Course activity read only while a case is openUnder FERPA-aware settings, the course log is read only for students with an open case, from the determination until the case closes, and every read is logged with the reason. Records are kept 3 years after the end of the award year (34 CFR 668.24).

Questions

What financial aid offices ask about R2T4.

What is R2T4 in financial aid?

R2T4 is the Return of Title IV Funds rule in 34 CFR 668.22. When a student who received federal aid withdraws, the college works out how much of the aid the student earned for the part of the payment period completed, returns the unearned share within 45 days of the date it determined the student withdrew, and notifies the student. After the 60% point of the payment period, all the aid is earned.

How is R2T4 calculated?

The share earned is the days completed divided by the days in the payment period, with scheduled breaks of five days or more left out. In the working solution's example, day 33 of 112 is 29.5%, so $1,724.87 of $5,847.00 is earned. The college returns the lesser of the unearned aid ($4,122.13) and the unearned share of institutional charges ($4,198.58 × 70.5% = $2,960.00), in the federal order: loans first, then the Pell Grant.

What is an unofficial withdrawal?

An unofficial withdrawal is a student who stops attending without telling the college. The withdrawal date is the midpoint of the payment period or, if the college documents it, the last date of academically related activity, and the college must determine the withdrawal within 30 days after the end of the payment period. The Withdrawal Sweep agent opens a case from instructors' progress reports and, at term end, checks every aided student with all F and W grades.

Does a login count as attendance for R2T4?

No. Under 34 CFR 600.2, logging in without participating is not academic engagement. The Last Date agent counts a submitted quiz or assignment or a post in an assigned discussion, marks logins and page views as not counting, cites the log line, and asks the instructor to confirm when its confidence is below 0.90.

What changed in the R2T4 rules on July 1, 2026?

A module counts toward the payment period only when the student began attending it; schools that take attendance must document the withdrawal determination within 14 days of the last date of attendance; and a full-refund withdrawal exemption became optional. The Worksheet and Checker agents run the July 1, 2026 rules, and the full-refund exemption is a setting each college chooses.

Do people stay in control of each return?

Yes. An analyst prepares every case and resolves every difference with a reason code; the Director of Financial Aid signs every return and approves every notice; only the business office posts. The person who prepares cannot sign, and the person who signs cannot post. Agents never sign, send, post or move money.
