What is Degree Audit & Degree Conferral?

Degree Audit & Degree Conferral is degree audit software for the registrar's office that checks every graduation candidate before the degree is conferred and the diploma prints. Seven agents re-audit every requirement from the transcript and the catalog-year text, tie every substitution and waiver to a signed petition, compute Latin honors by the catalog's own rule and proof diploma names character by character. The dean's office certifies each candidate, and the University Registrar confers.

The problem

Why degree audit software still leaves registrars checking by hand

Degree audit software reports what its rules say, and those rules were coded by a person, one catalog year at a time. A renumbered course drops out of an older catalog's rule; a residency rule is coded as any 30 credits instead of 30 of the last 60; an honors rule copied from the 2021–22 catalog, which rounded GPAs, sits in the 2023–24 catalog, which does not. The degree audit report says cleared, and the error surfaces at graduation clearance.

So each term a graduation and degree audit coordinator still reads every audit, opens the petition behind every substitution and waiver, recomputes borderline Latin honors by hand, and proofs a vendor print file that drops accents, all against a lock three weeks before diplomas print. What is wrong on the degree conferral date becomes a reprint. Degree Audit & Degree Conferral puts seven agents in front of that checking, so the dean's office certifies on evidence and the University Registrar confers with the print file locked.

One candidate, from degree audit to degree conferral

Fall 2026 conferral at Halden State University: 2,700 candidates in 8 colleges, a conferral date of Tuesday, December 22, 2026, and every candidate locked by 11:59 PM that night, three weeks before diplomas print on January 12, 2027. Here is José Andrés Peña-Whitfield, BS Chemistry with a Mathematics minor, screen by screen in the working solution.

  1. 01Dec 21, overnight

An independent re-audit of all 2,700 candidates

    Audit agent

The Audit agent derived every requirement from the transcript and the catalog text before it read the degree audit system's result, then compared the two. 2,666 candidates agree; 34 differ, traced to 5 rules. For the BS Chemistry advanced laboratory, the coded rule accepts undergraduate research, so 3 candidates shown as cleared are open.

"Undergraduate research (CHEM 4950) does not satisfy this requirement." Undergraduate Catalog 2023–24, p. 118

  2. 02Overnight

Every substitution and waiver held against its signed petition

    Exception agent

Of 1,030 substitutions and waivers, 1,018 match a petition signed by the department chair and the dean's office, as catalog page 37 requires; 12 do not. Leilani Kahananui's substitution of BIOL 3720 Marine Ecology for BIOL 3700 Ecology has a petition signed only by her advisor. A coordinator can request the chair's signature, propose a reversal for the associate dean, or accept it with a reason.

The conferral roll, beside the diploma proof as it will print

    Priyanka Nair · Associate dean

Priyanka's roll lists the College of Natural Sciences candidates that need a person. José's six requirement blocks are cleared with their evidence, and the re-audit agrees on 6 of 6. Beside them, the diploma proof, as the vendor will print it, underlines two differences from the record: his name without its accents, and summa cum laude.

2 findings need a decision before José can be certified.

Every requirement block opens the courses behind it

    Priyanka

The BS Chemistry block lists every course that counts, where and when it was taken, its grade and its credits: General Chemistry I and II transferred from Brandvale Community College, and CHEM 3330 Physical Chemistry for the Life Sciences substituting for CHEM 3310 under petition P-25-0614, signed by the chair on March 3, 2025 and the dean's office on March 5.

  5. 053.8971

Latin honors computed by the catalog year's own rule

    Honors agent

The degree audit system shows summa cum laude at 3.90. The Honors agent divides 413.10 quality points by 106 graded Halden credits: 3.8971, just under the 3.900 summa line, with the 18 transfer credits not counted. Across 812 honors candidates, 803 agree and 9 differ, all rounded up across a line by one rule copied from the 2021–22 catalog.

    Honors agent

Clicking the citation opens the 2023–24 Undergraduate Catalog, page 41. Latin honors use the Halden GPA, grades transferred from other institutions are not included, and at least 60 graded credits must be earned at Halden. Summa cum laude starts at 3.900, magna cum laude at 3.700 and cum laude at 3.500.

    "GPAs are not rounded."

  7. 074:52 PM

Magna cum laude, accepted with a reason code

    Priyanka Nair

Priyanka accepts magna cum laude with HN-01, catalog rule applied: GPA not rounded. The honors line on the record and on the print file changes from summa to magna, and the Registrar checks it again at conferral.

  8. 084:53 PM

The diploma name, compared character by character

    Name agent

The print file read "Jose Andres Pena-Whitfield" against his legal name, José Andrés Peña-Whitfield. The cause is shared: since December 14 the print file has been exported without accents, and six other names lost theirs the same way, so one re-export fixes them. Priyanka prints the record's name, with reason code NM-01.

  9. 094:54 PM

The dean's office certifies, with an e-signature

    Priyanka Nair

With both findings decided, the proof matches the record. Priyanka certifies that José has completed the requirements for the Bachelor of Science, Chemistry, minor Mathematics, under the 2023–24 catalog, with magna cum laude, and the dialog lists the evidence she is attesting to.

"The University Registrar confers; you cannot confer."

  10. 105:10 PM

The Registrar confers, and the print file locks

    Theodore Vance · University Registrar

Theodore sees 269 certified candidates across seven colleges, each passing six checks, while the 200 not yet certified stay out of this conferral. He confers with his e-signature: 269 degrees post to the student information system and their print-file rows lock, three weeks before printing. 2,500 conferred, 200 to go before tonight's lock.

Seven agents re-audit every requirement, match petitions, compute honors and proof diploma names; the dean's office certifies and the Registrar confers.

Intake agent

Builds the term's candidate roll from graduation applications, and imports transcripts, audit results, petitions and diploma name requests.

  • Never edits a source record
  • Reports unmatched applications and failed downloads as data issues
Audit agent

Re-runs every requirement from the transcript and the catalog-year text without reading the degree audit system's result, then compares the two and groups each difference by the rule that caused it.

  • Never clears a requirement the catalog text does not support
  • Every difference is held for a person
Exception agent

Matches every substitution and waiver to a signed petition and checks that the department chair and the dean's office signed it, as the catalog requires.

  • Never accepts or reverses an exception
Honors agent

Computes Latin honors exactly as the catalog year defines them, with rounding, transfer grades and graded credits at the university, and shows the arithmetic.

  • Never sets honors; proposes them with the catalog sentence
Name agent

Compares the diploma print file with the legal name and the approved preferred name, character by character, including accents, suffixes, hyphens and order, and groups shared causes.

  • Never changes a legal name
  • Preferred names follow the approval policy
Notice agent

Drafts plain notes to students when honors, names or clearance change, using only facts on the record.

Why is José Peña-Whitfield magna, not summa?

His Halden GPA is 413.10 ÷ 106 = 3.8971. The 2023–24 catalog says "GPAs are not rounded" and summa starts at 3.900, so he earns magna cum laude. The degree audit system shows summa because its honors rule was copied from the 2021–22 catalog, which rounded. Eight other candidates have the same difference.

Which candidates still block tonight's lock?

47 candidates with 49 open issues: 16 names, 12 petitions, 9 honors, 8 re-audit differences and 4 incomplete grades. 154 more are ready and wait for their dean's office, and 268 are certified and wait for the Registrar. Six items are over their SLA and escalated.

Which degree audit rules disagree with the catalog?

The re-audit differs from the degree audit system on 34 candidates across 5 rules: honors rounding (9), the BS Chemistry advanced laboratory accepting CHEM 4950 (3), residency coded as any 30 credits (2), the Data Science minor's shared-credit limit (3), and Global Perspectives missing HIST 2355 (17, resolved).

Show the substitutions with no signed petition

12 of 1,030 substitutions and waivers have no valid petition: 5 with no petition on file, 4 signed by the advisor only, 2 where the petition names a different course, and 1 signed by the chair of another department. The catalog requires the department chair and the dean's office.

For Tomasz Wiśniewski, the dropped ś is marked in the print-file line.

Governance

Built for conferral: cited, certified, on the record.

Six roles, separated by dutyA coordinator prepares and proposes; an associate dean decides findings and certifies, for their own college only; the University Registrar confers, locks and approves rule fixes, preferred names, releases and settings; diploma services fixes print-file names and prepares the vendor release; an internal auditor reads and exports, changing nothing; an administrator runs settings and integrations.
A second person on every decision that changes a recordHonors and name corrections, exception reversals, preferred names, student notices, rule fixes, the vendor release and every settings change each have a maker and a checker. Nobody approves what they proposed, and no candidate is conferred without a dean's office certification.
Every value opens its sourceEvery requirement block, honors line, petition match and name difference cites where it came from: the transcript line, the catalog page, the signed petition or the print-file row.
FERPA-aware access and directory opt-outsAn associate dean sees only their college, and every view is logged. Degrees and honors are directory information only where the student has not opted out (34 CFR 99.3 and 99.37): this term's 61 opt-outs are left out of the commencement program and the honors list, and still receive their diploma.
Agents propose; people decideAgents never certify, confer, lock, release, send or change a record. Prompts and models are versioned, a new version runs on last term's candidates before it goes live, and below its confidence threshold a finding cannot be bulk-accepted and goes to a named person.
A full audit trail, exportable and redactedWho, what, when, why and which evidence, for people and agents alike, from the overnight checks to the Registrar's conferral. The export for internal audit, an accreditor or a federal reviewer is redacted by profile, and the profile is recorded on every export.

Questions

What registrars ask us.

Does it replace our degree audit system?

No. It works beside your degree audit system and reads it, read only. The Audit agent derives each requirement from the catalog text on its own before it reads the system's result, then traces every difference to the coded rule that caused it, so one rule fix can go to the rules team with the Registrar's approval.

How are Latin honors calculated?

By the rule of the student's catalog year, as written. In the working solution's 2023–24 catalog, GPAs are not rounded, transfer grades are excluded and at least 60 graded credits must be earned at the university, so 413.10 quality points over 106 credits is 3.8971: magna cum laude, not summa at 3.90. The Honors agent shows the arithmetic and quotes the catalog page, and the associate dean decides.

What happens when a diploma name differs from the record?

The Name agent compares the print file with the legal name and the approved preferred name, character by character — accents, suffixes, hyphens and surname order — and underlines the difference on the diploma proof. It groups shared causes, such as a print file exported without accents, so one fix clears them all. It never changes a legal name, and a preferred name waits for the Registrar's approval.

How are substitutions and waivers checked?

The Exception agent opens the petition behind every substitution and waiver and checks that the signers the catalog names, the department chair and the dean's office, signed it. It reports no petition, advisor only, a different course or the wrong chair. A coordinator requests the missing signature or proposes a reversal, and the associate dean approves it.

Does an agent confer a degree or change a student record?

No. The agents re-audit, match, compute, proof and draft. They never certify, confer, lock or release the print file, send a notice or change a record, and below each agent's confidence threshold a named person decides.

Do people stay in control of conferral?

Yes. An associate dean decides every finding with a reason code and certifies each candidate with an e-signature. Only the University Registrar confers, and a candidate no dean's office has certified cannot be conferred. On the degree conferral date the print file locks at the Registrar's signature, three weeks before printing in the working solution.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements and documents — your catalogs, honors and diploma name policies, and a sample of past candidates — and it goes live once every quality gate has passed. We will walk you through it on your own candidates first.
